International Survey of Research University Leadership: Outlook for Budget & Staffing

The report presents detailed data on university plans for departmental budgets, the utilization of office and classroom space, hiring and staffing.  The study helps its readers to answer questions such as: how has the pandemic experience impacted university hiring and staffing plans? How has it affected their long term strategic use of office, classroom and other spaces?  How will resource cuts or additions be balanced among academic and administrative departments?

The report is based on responses from 68 leaders in 60 major research universities predominantly from the USA but also from Canada, the UK, Australia and Ireland.  Data is presented separately for 1) deans, provosts, and presidents; 2) academic department heads and 3) administrative department heads and others in leadership positions.  The data in the report is also broken out by gender and age of respondents, as well as by public/private status and international university ranking of their affiliated institutions.

Just a few of the 35-page report’s many findings are that:


  • The majority of respondents (60.29%) will need about the same amount of office space after the pandemic for their immediate department.
  • For the majority of respondents the pandemic has led to significant cuts in their departmental budgets.
