Heated tobacco consumables are regulated under the wider tobacco regime. The Tobacco Business Law defines tobacco products as those entirely or partially made of tobacco leaves and made for smoking, chewing or sniffing. This means that hardware used to heat tobacco is not a tobacco product, but should comply with general electronic product consumer laws. Content of heated tobacco consumables is not regulated.

Oral tobacco is regulated as any other tobacco-containing product in terms of product restrictions. The framework set out in the Tobacco Business Law and Tobacco Business Law Enforcement Regulations defines tobacco products as “entirely or partially made of tobacco leaves and made for smoking, chewing or sniffing”.
Nicotine pouches
Nicotine pouches are a pharmaceutical product and must obtain a pharmaceutical licence, as stipulated in the Pharmaceutical Affairs Act. However, imports for personal use are allowed.
