Libya's economy is heavily dependent on its hydrocarbons industry, which accounts for more than three-quarters of output. Political instability, ongoing sporadic conflict and the internationalisation of Libyan politics undermine the country's attractiveness to investors.

Elections-planned for December 2021-will ease some political uncertainty, but political volatility and lax security will persist to some degree throughout the 2021-25 forecast period. A new unified executive authority will remain in power until the elections.

The initial policy focus will be on offsetting economic disruptions caused by the pandemic. Policy progress and economic stability will rely on an improvement in Libya's security situation and a strengthening of institutions, and is unlikely in the short term.
