Kuwait's economy is heavily dependent on its oil and gas sector, which accounts for over 85% of fiscal revenue. However, a long-term diversification plan (New Kuwait 2035) will present investment opportunities for companies towards the end of our forecast period.

The Economist Intelligence Unit expects the emir, Sheikh Nawaf al-Ahmad al-Jaber al-Sabah (or his successor), to remain the ultimate executive authority in the 2021-25 forecast period, with Sheikh Meshaal al-Ahmad al-Jaber al-Sabah as the crown prince.

The authorities will prioritise mitigation of aftershocks from the coronavirus (Covid-19) pandemic. Executive-legislature friction over public spending will persist, after the opposition won 24 of 50 contested seats at the National Assembly election in December.
