In response to the continuous increase in Coronavirus (COVID-19) cases between mid-April 2021 and September 2021, the Mongolian government reintroduced lockdown restrictions. Given the impact of these restrictions on activity, the construction industry is expected to contract further this year, by 15.1% in real terms, following an annual contraction of 3.2% in 2020. However, with progress on Mongolia’s vaccination programme accelerating, and consumer and investor confidence beginning to improve, the industry is expected to record growth of 14.9% in real terms next year.

the publisher expects the Mongolian construction industry to expand at an annual average rate of 3.7% between 2023 and 2025, supported by the government’s investment on the development of transport infrastructure and residential and energy and utilities construction projects. The 2021-2024 recovery plan, launched by the Asian Development Bank (ADB) in August 2021, to drive the economic recovery of Mongolia, focuses on three priorities: inclusive social development and economic opportunity; climate-resilient infrastructure; and sustainable, green and climate-conscious development. Under the first priority, the ADB will provide finance, jobs, health support and skills to those affected by the COVID-19 crisis; the second priority will be the improvement of Mongolia’s transport network through significant investment; and the third priority will be the strengthening of green development.

In September 2021, the Finance Ministry submitted its 2022 Budget framework statement to the Mongolian parliament, which focuses on the post-pandemic recovery through increasing employment and productivity, and includes the implementation of policy measures to stabilize economic growth. Additionally, at a cabinet meeting in May 2021, Prime Minister L. Oyun-Erdene passed an order to allocate MNT420 billion (US$144.2 million) annually between 2022 and 2024 towards the development of Mongolia’s road network, in order to reduce traffic congestion. The government aims to provide 500 to 1,000 eco-friendly bus services by 2024, and to develop 290 public transit parks. Furthermore, the government is planning the construction of 5,000-vehicle capacity parking facilities, six tunnels, six crossroads, seven bridges, 98km of pedestrian sidewalks and a 249km bike path.
