Bolivia’s construction industry is expected to register an annual growth of 2.8% in real terms in 2024, supported by public and private sector investment in the energy, transport and residential sectors. The government’s 2024 budget includes an expenditure of BOB265.6 billion ($38.4 billion), an increase of 8.9% compared with the 2023 budget. Of the total, the 2024 budget includes an allocation of BOB26.9 billion ($3.9 billion) for the healthcare sector, BOB16.6 billion ($2.4 billion) for the development of the tourism, energy, hydrocarbons, manufacturing, and agriculture sectors and BOB4.8 billion ($690 million) for the development of infrastructure. An increase in the total floor area of construction plans approved is expected to further support the construction industry’s output over the forecast period. According to the Instituto Nacional de Estadística (INE), the total floor area of construction plans approved rose by 13.2% year on year (YoY) in the first eleven months of 2023, preceded by annual growth of 10.5% in 2022.

The ongoing political crisis in the country led to delays in the financing of a number of projects, which is expected to weigh on the industry’s outlook in the short term. As of January 2024, the crisis has led to delays in energy and infrastructure project loans totaling BO5.5 billion ($800 million). Further constraining growth, according to the INE, the country’s total export value, measured in US dollar terms, declined by 21.3% in the first ten months of 2023
