The Asia Pacific prepaid card and digital wallet market is expected to grow by 14.2% on annual basis to reach US$1.55 trillion in 2026.
The prepaid card and digital wallet market in the region has experienced robust growth during 2021-2025, achieving a CAGR of 15.3%. This upward trajectory is expected to continue, with the market forecast to grow at a CAGR of 14.1% during 2026-2030. By the end of 2030, the prepaid card and digital wallet market is projected to expand from its 2025 value of USD 1.36 trillion to approximately USD 2.63 trillion.
Key Trends and Drivers
Shift travel prepaid from a post-recovery story to a cross-border utility race
- Travel prepaid competition across Asia Pacific is moving beyond the earlier travel-recovery theme toward better loading, digital controls and local payment acceptance. In Australia, Australia Post continued to actively acquire and activate Travel Platinum Mastercard users in May 2026 through a foreign-currency loading campaign tied to its reloadable prepaid travel card and app. In India, NPCI extended UPI One World in February 2026 to international visitors from more than 40 countries at the India AI Impact Summit; the product is issued through authorised PPI issuers, can be loaded using international cards and allows visitors to make merchant payments through UPI QR codes without an Indian bank account or mobile number. This shows travel prepaid developing along both card-based multi-currency and QR-linked PPI models.
- The driver is no longer simply the reopening of international travel. Travel volumes remain supportive, but growth is becoming less uniform, forcing providers to compete harder for each traveller's spend and reload activity. Australian Bureau of Statistics figures for June 2026 show short-term resident departures increasing 4.6% year on year and total departures increasing 1.1%, compared with much stronger year-on-year growth in late 2025. At the same time, high-density payment infrastructure is changing what visitors expect: India's UPI One World converts prepaid value into access to the country's existing merchant QR network rather than requiring a separate card-acceptance footprint.
- The trend should intensify, but with slower dependence on pure travel-volume growth. Physical reloadable travel cards will remain relevant for ATM withdrawals, offline backup and multi-currency budgeting, while app-based loading, wallet-linked cards and QR-based visitor PPIs should take a larger role in day-to-day travel spending. This should shift more activity toward digital reloads and increase the importance of international transaction frequency rather than simply cards issued. Australia Post already combines a physical prepaid card with app-based currency management, while India's visitor PPI model demonstrates how prepaid balances can access a domestic instant-payment network.
Turn full-KYC PPIs into networked payment accounts through UPI
- India is moving reloadable prepaid wallets away from issuer-bound stored value toward interoperable payment instruments. NPCI's current UPI framework confirms that Full-KYC PPIs can be linked to UPI through both issuer applications and third-party UPI applications, allowing users to pay merchants or other users from their PPI balance without merchants establishing separate acceptance arrangements with each issuer. The direction was reinforced in April 2026 when RBI released its draft PPI Master Direction: it retains card-network/UPI interoperability and explicitly provides for discovery of eligible PPIs through third-party UPI applications. This is a material extension of prepaid utility rather than generic UPI growth.
- RBI is trying to combine greater PPI usefulness with clearer KYC, risk and product rules. Its April 2026 draft proposes reorganising PPIs into General Purpose PPIs Full-KYC and Small) and Special Purpose PPIs covering gift, transit and visitor instruments. Full-KYC PPIs remain reloadable and interoperable, while lower-KYC and special-purpose products retain tighter restrictions. Current PhonePe wallet terms illustrate the operating model: it issues Small and Full-KYC PPIs, with Full-KYC wallets reloadable through bank accounts, UPI and permitted card instruments. Consequently, the competitive advantage of completing Full-KYC is increasingly access and interoperability rather than merely a higher stored-value limit.
- Assuming the regulatory direction is substantially retained after consultation, Full-KYC prepaid wallets should become more transaction-oriented, with higher potential usage frequency and broader merchant reach because acceptance is no longer tied as closely to the issuer's own ecosystem. This could strengthen reloadable PPIs while reducing the relative appeal of restricted wallet propositions. However, prepaid will not simply converge with bank accounts: RBI's draft retains balance, transfer, cash-loading, KYC, inactivity and customer-protection requirements, while gift and transit instruments remain distinct special-purpose categories. The likely outcome is therefore greater interoperability alongside sharper segmentation between general-purpose and controlled-use prepaid products.
Bundle corporate prepaid cards with spend-management software and network distribution
- Corporate prepaid in Asia Pacific is increasingly being sold as a controlled-spend platform rather than a standalone employee card. In September 2025, India's Zaggle entered a five-year agreement with Mastercard Asia/Pacific under which Mastercard will incentivise the launch and promotion of co-branded domestic prepaid cards on its network. Zaggle subsequently disclosed in November 2025 that it had launched another prepaid card with Mastercard and NSDL for channel-partner payouts. In Singapore, YouBiz's June 2026 product documentation describes its offering as a prepaid corporate Mastercard combined with a multi-currency account, while virtual and physical cards sit alongside employee limits and expense controls.
- The underlying requirement is shifting from simply giving an employee a payment card to controlling who can spend, where, how much and for which business purpose. Singapore's current YouBiz proposition combines prepaid funding with virtual cards, spending limits, merchant-category controls, approval workflows and accounting integration. Zaggle similarly described its strategy in late 2025 as building an ecosystem rather than standalone products, while using network and financial-institution partnerships to distribute prepaid-based corporate payment solutions. Cross-border business travel, SaaS subscriptions, digital advertising, supplier payments and distributed workforces make programmable limits and real-time visibility increasingly useful to finance teams.
- This trend should intensify most strongly in reloadable and virtual corporate prepaid, particularly for employee expenses, project budgets, channel payouts and other controlled-use business spending. Virtual issuance can reduce provisioning time, while prepaid funding gives employers a hard spending ceiling; the surrounding software increasingly determines the product's value. As a result, transaction frequency and card turnover may matter more than large stored balances, with funds loaded closer to the point of use. Network-provider, bank and fintech partnerships are also likely to become more important as providers combine regulated issuance, acceptance and expense-management capabilities rather than building each component independently.
Expand prepaid access in South Korea while retaining a tighter safeguarding perimeter
- South Korea's most recent policy direction marks a shift from primarily tightening electronic prepayment safeguards toward selectively widening prepaid participation and use. In February 2026, the Financial Services Commission announced plans to allow large mutual savings banks meeting specified soundness requirements, including a BIS capital adequacy ratio of at least 13%, to handle their own prepaid electronic payments. In July 2026, the FSC separately announced that the existing limit on prepaid electronic payment instruments for foreigners would be raised to improve tourist usability, particularly at small shops and stores. Both measures remain implementation-oriented policy actions rather than evidence that all restrictions have already been removed.
- The change reflects two specific Korean policy objectives: improving the competitiveness and digital capabilities of savings banks, and making domestic electronic payments easier for foreign visitors and small-merchant transactions. Importantly, this is not a return to lightly regulated prepaid issuance. Korea's existing framework requires electronic prepayment providers to separately manage customer advance payments and extended regulatory coverage to most mobile gift cards. The significance of the 2026 measures is therefore that authorities are widening use cases and potential issuer participation on top of, rather than instead of, the stronger consumer-fund protection framework established earlier.
- If the planned reforms are implemented, South Korea should see moderate expansion in regulated prepaid issuance and foreign-visitor transactions, rather than unrestricted proliferation of prepaid schemes. Qualified savings banks could add another bank-led distribution channel, while higher visitor limits should support more prepaid electronic spending at domestic merchants. At the same time, safeguarding requirements increase the operational burden associated with stored balances and mobile gift instruments. This should favour providers able to meet capital, safeguarding, registration and compliance requirements at scale, while raising the barrier for lightly capitalised standalone schemes. The 2026 expansion is therefore likely to increase competition within a more formalised prepaid ecosystem.
Competitive Landscape
Competition should intensify over the next 2-4 years, particularly in reloadable corporate cards, virtual prepaid, travel/forex instruments and wallet-linked PPIs. Scale will increasingly depend on combining regulated issuance with network acceptance, digital onboarding, KYC, processing and spend-management functionality. Regulatory changes will simultaneously raise barriers: India's 2026 draft PPI framework is intended to update requirements for bank and non-bank issuers, while Korea is selectively widening prepaid access for visitors. This should favour well-capitalised issuers and fintech-network partnerships over standalone physical-card propositions.
Current State of the Market
- Asia Pacific prepaid competition is becoming more ecosystem-led and locally differentiated, rather than being dominated by one issuer type. India is increasingly shaped by fintech program managers, banks, payment networks and processors; Australia retains a strong travel-prepaid value chain; and Hong Kong's regulated stored-value market includes e-wallet and prepaid-card licensees. For example, Australia Post's reloadable Travel Platinum Mastercard involves EML Payment Solutions as issuer and Mastercard Prepaid as distributor/processor, illustrating how issuance, processing and distribution are increasingly split across specialists.
Key Players and New Entrants
- Notable competitors span different prepaid niches. Zaggle remains prominent in India's corporate, employee-benefit, incentive and prepaid-card segment. Hong Kong's licensed stored-value operators include Octopus Cards, Alipay Financial Services (HK), WeChat Pay Hong Kong, HKT Payment and others. In South Korea, competition for foreign-visitor prepaid spending is widening: in July 2026, the Financial Services Commission newly designated OrangeSquare for a tourist prepaid-card service using currency-exchange kiosks and an app, and Naver Financial for a prepaid electronic-payment instrument targeted at foreign visitors.
Recent Launches, Partnerships, Mergers, and Acquisitions
- Recent verified activity is partnership- and product-launch-heavy rather than primarily consolidation-led. Zaggle launched the GlobalPay Forex Card and a Mastercard/NSDL prepaid card for channel-partner payouts in late 2025. Its February 2026 investor presentation also disclosed a seven-year Visa arrangement supporting co-branded domestic prepaid cards and a five-year agreement with Euronet Services India to launch corporate prepaid solutions. Korea's July 2026 approvals for OrangeSquare and Naver Financial add another competitive front in visitor prepaid.
