Industry data indicates a further 4.9% decline in market volume to 11,372 million pieces in 2013, after further tax increases in January that year, as the introduction of revised excise tax stamps helped reduce illegal trade. Sales have continued to fall due to rising prices, and were forecast at 10.0 billion pieces by the end of 2019.

As of 2020, BAT Uzbekistan controls an overwhelming amount of the market, with 96% of the duty-paid market.
