Summary

Chile has a market-oriented economy, with exports accounting for one-third of its Gross Domestic Product (GDP). The mining and export of copper accounts for approximately three-quarters of its total exports and Chile’s economy has the strongest sovereign bond rating in South America. However, its strong market orientation meant that its economy was more seriously affected by the 2009 financial crisis than other countries. Between 2000 and 2008, GDP growth averaged around 4.8% annually, whereas in 2009, a negative rate of 1.6% was recorded. However, the economy rebounded in 2010, with an average annual rate of about 3.6% recorded between 2010 and 2017. Power consumption mirrored the GDP growth rate, increasing at a Compound Annual Growth Rate (CAGR) of more than 4%, between 2000 and 2017, mostly from the industrial and residential sectors.

Power generation increased over the 2000-2017 period at a CAGR of just above 4%, from about 37.8 terawatt hours (TWh), to over 74 TWh. Thermal power, including gas, coal, and oil technology, accounted for more than 56% of Chile’s installed capacity in 2017. Of the thermal power technologies, gas contributed the highest share (more than 22%), followed by coal at around 22%, and oil at just over 12%. Hydropower accounted for more than 27%. Renewable power, including onshore wind, biopower, and solar power, contributed the remaining 12.2%.Renewable power is expected to show the highest growth trajectory between 2018 and 2030, increasing at a CAGR of around 17.5%. Hydropower is expected to grow at a CAGR of about 2.7%, while thermal power is expected to grow at a CAGR of below 1%. The government’s desire to diversify the power mix and Chile’s large untapped renewable power generation potential will drive the growth of renewable power.

The country’s Gross Domestic Product (GDP) amounted to just over $245m (at constant prices) in 2017, having grown at a rate of about 3.8% from 2000 (IMF, 2017).Exports account for more than 25% of Chile’s GDP, and commodities make up around 75% of its export revenues. Its export commodities include copper, fish, fruits, paper, pulp, and chemicals. Chile’s export partners include China, the US, Japan, the Netherlands, South Korea, Italy, and Brazil.

The overall regulatory responsibility for Chile’s power sector belongs to the Ministry of Energy. Within this, a great deal of responsibility, including the responsibility for monitoring the power sector, is vested in the National Commission of Energy (Comisión Nacional de Energía (CNE)). The Chilean power sector was deregulated in the 1980s, and power generation and transmission and distribution (T&D) are completely privatized.
