Israel Power Market Outlook to 2030, Update 2018 - Market Trends, Regulations, and Competitive Landscape

Summary

Israel has a technologically advanced free-market economy. The economy though has been resilient in the face of global and local economic instabilities, owing to the prudent implementation of economic policies. Between 2008 and 2009, the annual growth of Gross Domestic Product (GDP) fell from 3% to 1.5% (measured at constant rates), performing much better than most advanced free-market economies during the global economic crisis (IMF, 2017).

Supported by GDP growth and an increasing population, annual power consumption too grew at a CAGR of 3.2% from 37.8 TWh to 64.2 TWh. Israel used to be a net energy importer in the last decade (2000-2010) as it used to generate most of its electricity from coal and oil. Thermal power itself contributed to 99.9% of its total annual generation in 2000.

Israel’s government endorsed a target of generating 10% of Israel’s electricity from renewable sources by 2020, with an intermediate target of 5% by 2014. In line to this the Electricity Authority in Israel has approved a state subsidy for electricity generation from renewable energy. Generation during intermediate demand periods (generally morning and evening hours) will receive ILS0.064/kWh ($0.02), which will rise to ILS0.086/kWh ($0.022) during peak demand (afternoons).

The Israel Electric Corporation (IEC) is the largest power generation utility. In 2017, it held 64% of the power generation market, in terms of installed capacity. Other notable power generators were Dalia Power Energy (Dalia Power Energy Ltd.) - 3.6%, Dorad Energy (Dorad Energy Ltd.) - 3.5%, and Kenon Holdings (Kenon Holdings Ltd.) - 2.3%. The remaining 26.6% was held by small IPPs.
