Summary

The Ukrainian construction industry registered an annual growth of 17.5% in real terms during 2016-2018, following an average annual contraction of 16.4% during 2014-2015. The industry’s output value, measured at constant 2017 US dollar exchange rates, increased from US$10.2 billion in 2016 to US$14.0 billion in 2018; this was due to positive developments in economic conditions, and investments in transport infrastructure and energy and industrial construction projects. The industry’s output value is expected to continue to expand over the forecast period (2019-2023), with investments in infrastructure, health, education and manufacturing continuing to drive growth.

In 2018, the government approved the Drive Ukraine 2030 program in order to develop road, rail, airports and ports infrastructure across the country. For this, the government plans to invest UAH1.7 trillion (US$60.0 billion) through the public-private partnership (PPP) model. Moreover, the government plans to invest UAH310.2 billion (US$11.4 billion) to develop the country’s road infrastructure during the period of 2018-2023. The industry’s output value is expected to rise at a compound annual growth rate (CAGR) of 7.67% in real terms over the forecast period. Consequently, the industry is expected to increase from US$14.0 billion in 2018 to US$20.3 billion in 2023, measured at constant 2017 US dollar exchange rates.

The total construction project pipeline in Ukraine including all mega projects with a value above US$25 million - stands at UAH1.6 trillion (US$57.4 billion). The pipeline, which includes all projects from pre-planning to execution, is skewed towards late-stage projects, with 59.1% of the pipeline value being in projects in the pre-execution and execution stages as of April 2019.

Accounting for 37.3% of its total value in 2018, infrastructure construction was the largest market in the Ukrainian construction industry during the review period. The market is expected to increase in importance over the forecast period, to account for 41.6% of the industry’s total value in 2023. Residential construction accounted for 21.0% of the industry’s total output in 2018, followed by energy and utility construction with 15.2%, commercial construction with 13.1%, industrial construction with 8.3% and institutional construction with 5.0%.
