Kazakhstan Power Market Outlook to 2030, Update 2018 - Market Trends, Regulations, and Competitive Landscape

Summary

Kazakhstan was one of the first former Soviet republics to receive international investment-grade recognition. It is rich in fossil-fuel resources and uranium, and is a leading exporter of uranium fuel, although it lacks a domestic nuclear power generation industry. The national economy is dependent on oil and other extractive industries. It is also highly influenced by regional economics, especially in Russia.

The weakening of the Russian economy and plunging oil prices negatively affected Kazakhstan’s economy in 2014. Since 2015, the government has, therefore, emphasized economic diversification in the pharmaceutical, transport and telecommunication sectors. On the power market front, the government is emphasizing the development of renewable power sources to diversify energy resources, lower emissions from fossil fuel generation and reduce the energy intensity. As major portion of its power is produced from coal and gas-fired power plants, for which resources are available domestically.

However, due to terrain-related restraints, it is unable to transmit power to the southern part of the country. Consequently, this area relies on imported power from other Central Asian countries. As it has large uranium reserves, Kazakhstan is looking to exploit nuclear energy, but this has not happened yet due to various political and technical reasons. There is high potential for developing wind, solar power, and biopower. Renewable power capacity will grow at a CAGR of 25.2% between 2018 and 2030 and renewable power generation at 24.9%.

Annual power consumption continued to increase at a Compound Annual Growth Rate (CAGR) of 4% between 2000 and 2017. Annual power generation also increased during the same period from 51.6 TWh to 102.3 TWh at a CAGR of 4.1%. Most of the additional power generated came from coal and gas.
