Government-Led Tourism Roadmap Expanding International Destination Capacity
Morocco's Ministry of Tourism, Handicrafts, and Social and Solidarity Economy launched the Tourism Roadmap for 2023-2026, allocating MAD 6.1 billion (USD 0.66 billion) to encourage private investment in hospitality and position Morocco among the world's top 15 destinations. The roadmap initially targeted 17.5 million tourists, 200,000 new direct and indirect jobs, and MAD 120 billion (USD 13.04 billion) in travel receipts by 2026. Morocco has largely outpaced these benchmarks, supporting its goal of 26 million tourists by 2030. Under the roadmap, the country shifted from marketing specific cities to developing a multi-hub ecosystem based on nine thematic and five cross-cutting experience clusters. Significant infrastructure development added more than 45,000 hotel rooms, bringing national capacity to more than 300,000. The Cap Hospitality program also supports the renovation of more than 14,000 hotel rooms through state-backed financing and repayment terms of up to 12 years.Cultural Heritage Assets Supporting Year-Round Visitor Engagement
Morocco's hospitality sector benefits from one of Africa's most diverse concentrations of UNESCO-recognized cultural heritage sites, with multiple World Heritage Sites attracting international visitors year-round. The Medinas of Fez, Marrakech, Essaouira, Tetouan, and El Jadida are UNESCO World Heritage Sites. Jemaa el-Fna Square in Marrakech holds UNESCO Intangible Cultural Heritage of Humanity status, reflecting cultural practices dating back centuries.
