Almost all water and wastewater utilities in the country fall under the jurisdiction of the Comisión Nacional del Agua (National Water Commission), with federally controlled utilities metering about one-half of the nation's water. In 2015, there was a push to amend the General Water Law, which called for increased privatization of water utilities; however, this was met with strong resistance. In light of privatization opposition, there has been an effort to re-municipalize utilities to obtain a greater degree of local control over water utility operations, which has resulted in a proliferation of industry operators over the five years to 2019. Furthermore, demand for water, especially for water used for agricultural purposes, has expanded over the past five years. Overall, industry revenue is anticipated to increase during the current period. Over the five years to 2024, industry revenue is forecast to continue rising, albeit at a slower rate. Average annual precipitation in Mexico is projected to decrease over the next five years, reducing revenue from the green water segment of this industry and hampering overall revenue growth.Establishments in this industry are mainly dedicated to the collection, purification and supply of water, as well as the collection and treatment of wastewater. This industry also includes establishments that provide agricultural irrigation services. The industry does not include establishments primarily dedicated to the purification and bottling of natural water, final treatment or disposal of hazardous waste, providing water remediation services or other waste management services.
