Almost all water and wastewater utilities in the country fall under the jurisdiction of the Comisión Nacional del Agua (National Water Commission), with federally controlled utilities metering about one-half of the nation's water. In 2015, there was a push to amend the General Water Law, which called for increased privatization of water utilities; however, this was met with strong resistance. In light of privatization opposition, there has been an effort to re-municipalize utilities to obtain a greater degree of local control over water utility operations, which has resulted in a proliferation of industry operators over the five years to 2019. Furthermore, demand for water, especially for water used for agricultural purposes, has expanded over the past five years.
