The European Green Deal, announced in December 2019, is one of the most large-scale efforts in the history of the European Union. Its ultimate goal is to turn Europe into the first carbon-neutral continent by 2050 as a response to the global climate and environmental-related challenges. In order for the Green Deal to be just and inclusive, a high level of confidence in the transition among all stakeholders is crucial. 

The report “The Green Deal and SEE: Who is who in the energy transition” includes an analysis of all stakeholder groups involved in the energy transition in the five large countries in Southeast Europe (SEE):


  • Bulgaria
  • Croatia
  • Greece
  • Romania 
  • Serbia

The stakeholders are positioned on a matrix based on their influence and interest to implement the Green Deal objectives. Brief descriptions and contacts of all featured stakeholders are also provided for a better understanding of their functions and impact.

The report also provides a brief overview of the current energy policies and official framework in each of the states and an analysis of their degree of alignment with the Green Deal.

“The Green Deal and SEE: Who is who in the energy transition” gives insights to all decision makers who:


  • Wish to get familiar with the current state of play in the energy sector in the five big SEE economies;
  • Are exploring opportunities in the energy sector in the five big SEE economies;
  • Are looking for relevant stakeholders and contacts to move forward;

In addition to the stakeholder mappings presented in this report, upon request the research team can also provide an in-depth analysis of individual stakeholders, stakeholder groups, or the entire map for any of the countries to provide insights on their reasoning and positioning on the European Green Deal.
