Survey of Technology Transfer Office Experience During the Pandemic

The report gives highly detailed data on how the pandemic has impacted technology transfer office operations, and also how these offices are pursuing research and technology licensing opportunities related to COVID-19, including vaccines, treatments, testing, social distancing logistics, and other areas.

In terms of technology transfer office logistics, the report gives data on the percentage of employees working from home in June 2020 and expected by survey participants to be working from home in  September 2020 and February 2021.  The study also gives data on trends in invention disclosure reports filed, startups launched, licensing and patent revenues, departmental budgets, salaries and hiring plans, and much more - the study gives comparable data for these areas for Jan-June 2019 and Jan-June 2020 to assess the impact of the pandemic.

The 104-page report also explores the use of central government funding, defining the percentage of survey participants that have received COVID-related project financing from the National Institutes of Health, the National Science Foundation and other government agencies.  Survey participants also give their advice on open-ended questions about how the pandemic has impacted their current operations and future plans.

The report is based on data from 37 colleges and universities, predominantly in the USA but also from Canada, the UK and other countries.  Eighteen of the world’s top 120 research universities participated in the study.

Just a few of the 100+ page report’s many findings are that:

  • 70.67% of technology transfer department personnel from colleges and universities outside of the USA in the sample were working from home in June 2020. This is expected to drop to 46.5% by September 2020.
  • Two-thirds of the universities in the top 60 worldwide in the sample had pre-existing patents for vaccines, treatments, testing or other technologies for pre-COVID coronaviruses such as SARS, MERS and others.
  • 8.11% of the colleges and universities sampled had received funding from the US Department of Defense for coronavirus-related research.
  • For the January to June 2020 period, the number of startups launched with university equity participation by the survey participants dropped by 16.23% compared to the same period in 2019.
