Open the benefit-card rails as PAT reform reshapes meal and food prepaid economics
- Brazil’s meal and food prepaid-card segment has moved from gradual modernization to a regulatory restructuring of how benefit transactions are accepted and processed. Decree No. 12,712/2025 requires full interoperability among PAT payment arrangements, makes arrangements serving more than 500,000 workers open, caps merchant discount rates at 3.6% and interchange at 2%, and limits merchant settlement to 15 calendar days. In July 2026, the Ministry of Labour clarified that the operating requirements also apply to companies granting meal or food allowances outside formal PAT enrollment. Visa has responded with Visa Voucher, formally described as a prepaid benefit-account payment arrangement, with the industry’s dedicated Voucher rail replacing credit/debit routing for these benefits.
- The policy objective is to reduce dependence on proprietary acceptance networks and change the commercial economics of employee benefits. The decree prohibits exclusivity in open arrangements, requires merchant-network interoperability and restricts rebates, discounts and commercial practices that could undermine the prepaid nature of the benefit. Visa’s February 2026 implementation update shows that the new Voucher infrastructure is being extended across physical POS, e-commerce and mobile-wallet use rather than being treated solely as a regulatory back-office change.
- This trend should intensify through the interoperability transition and then stabilize as an open-network model becomes standard. Wider merchant reach should support transaction frequency and reduce acceptance friction for meal and food prepaid cards, while employers will continue to provide recurring funded balances. However, capped MDR and interchange will compress economics for issuers and acquirers, making scale, employer relationships and operating efficiency more important. Competition should therefore shift from ownership of closed merchant networks toward service quality, employer acquisition and multi-channel use of the prepaid benefit credential.
Raise the entry barrier as prepaid-account issuers face tighter authorization, capital and account controls
- The regulatory burden for general-purpose prepaid issuance has increased materially since late 2025. Resolution BCB No. 494 removed the previous path under which some payment institutions could operate before authorization thresholds were reached and required legacy electronic-money issuers not yet authorized to submit applications in May 2026. The change matters directly to prepaid because the Central Bank classifies issuers managing prepaid payment accounts as electronic-money issuers. At the same time, new activity-based capital requirements have raised the financial threshold: in a May 2026 presentation, the BCB illustrated a prepaid-account payment institution moving from R$2 million of minimum capital to R$12.4 million without Pix and R$17.4 million with Pix.
- The Central Bank is explicitly moving regulation toward the activities and risks undertaken rather than the legal label of an institution. It says the previous minimum-capital framework had remained largely unchanged since 1999 and had become less suitable as fintechs and digital platforms expanded, creating opportunities for regulatory inconsistency and arbitrage. Separately, rules effective since December 2025 require payment institutions to close accounts associated with serious identity irregularities or unauthorized financial/payment activity, including so-called “contas-bolsão.” These measures make KYC, governance and account monitoring more central to prepaid-account economics.
- The direction is toward greater concentration among regulated and adequately capitalized prepaid issuers, particularly as the capital transition continues through December 2027. Smaller fintechs and white-label prepaid programs will have a stronger incentive to raise capital, narrow their regulated activities or rely on licensed issuing partners rather than build standalone payment-institution infrastructure. This may slow the number of lightly capitalized prepaid launches without necessarily weakening consumer transaction activity; instead, prepaid volumes are likely to consolidate around supervised issuers and program partnerships with stronger compliance infrastructure.
Prepare for payroll-linked reloads as salary portability opens a recurring funding channel for prepaid accounts
- A new prepaid opportunity is emerging from Brazil’s salary-payment framework rather than from a traditional payroll-card launch. Resolution BCB No. 566, issued in May 2026 and effective July 1, 2027, explicitly brings payment institutions into the framework governing salary payments and salary portability. Crucially for prepaid providers, workers will be able to direct salary amounts credited to a salary account into a prepaid payment account of their choice at the same or another institution. The salary account itself does not become a prepaid card; the change expands the ability of prepaid accounts and their associated cards to become the destination for recurring payroll funds.
- The change follows Brazil’s November 2025 financial-consumer-rights legislation and the Central Bank’s implementation of broader principles around salary portability, customer choice and consistency across account types. The 2026 framework recognizes payment institutions alongside banks as possible destination institutions rather than keeping salary relationships centered only on conventional deposit accounts. For prepaid issuers, this is important because recurring salary flows are structurally different from discretionary cash top-ups: they can create a predictable funding relationship with the cardholder.
- The effect should become visible from 2027 onward, primarily in reloadable general-purpose prepaid accounts rather than non-reloadable gift cards. Salary portability can raise average reload frequency, active-card usage and domestic transaction value by replacing occasional funding with recurring inflows. It also creates a reason for licensed prepaid issuers to compete for a longer-term primary spending relationship rather than a single-purpose card relationship. The opportunity will nevertheless favor providers able to meet the higher authorization, capital and compliance standards now being imposed on payment institutions.
Track stablecoin-funded cards as a new cross-border prepaid niche moves into the regulated perimeter
- A genuinely newer prepaid use case in Brazil is the conversion of stablecoin balances into card spending. In August 2026, Folha de S.Paulo identified several crypto-linked card propositions operating in Brazil and specifically described OKX’s Mastercard product and Onda Finance’s Visa product as prepaid cards. OKX allows balances to be loaded with USDG, USDC or USDT, while Onda supports loading or reloading with assets including USDC, USDT and Bitcoin or with fiat currency. These offerings matter because they combine reloadable prepaid-card functionality with dollar-linked balances and domestic or international merchant acceptance.
- Stablecoins are being used to bridge crypto holdings and everyday card payments, particularly for consumers interested in dollar-linked balances and international purchases. At the same time, this activity is no longer developing outside a clearly defined regulatory perimeter. Resolution BCB No. 521, issued in November 2025 and implemented from February 2026, explicitly places certain virtual-asset activities inside Brazil’s foreign-exchange framework, including transfers of virtual assets used to meet obligations arising from an international card or other electronic-payment instrument. Folha also reported that crypto-card international spending was not subject to IOF at the time of its August 2026 publication, while noting that future taxation remains under discussion.
- This segment is likely to intensify from a small base but remain more specialized than mainstream general-purpose prepaid cards. It can increase reload activity and international transaction value among users holding stablecoins, while creating additional competition for conventional travel/forex prepaid products. Its longer-term trajectory is unusually dependent on regulation: BCB authorization and supervisory requirements should favor compliant providers and regulated partnerships, while any future change to IOF or other tax treatment could reduce the current cross-border cost advantage. Stablecoin-funded prepaid cards therefore represent a credible emerging segment, but not yet a substitute for Brazil’s broader domestic prepaid market.

Competition should intensify operationally but consolidate at the issuer level over the next 2-4 years. PAT interoperability will make merchant acceptance less differentiating, pushing benefit issuers toward digital cards, wallets, employer platforms and pricing.
