Over the remainder of the forecast period from 2027 to 2030, the construction industry is anticipated to expand at an average annual growth rate of 2.8%, supported by investments in energy, oil and gas, as well as transport infrastructure, alongside the government's initiatives aimed at reaching net zero emissions by 2060. The government also aims to increase the share of renewables in the total energy generation mix to 15% by 2030, compared to 7% in 2024 and plans to introduce more than 26GW of additional generating capacity by 2035. Among recent developments, in March 2026, State Power Investment Corporation, a Chinese state-owned Power company, and Pavlodar Green Energy, a Kazakhstan based energy company, started construction of the 1GW mega-thermal power plant in Pavlodar, with an estimated investment of KZT670.5 billion ($1.2 billion); the project is scheduled to be completed by 2029. The plant has an annual capacity of 3.6 billion kilowatt hours, which is enough to provide electricity to about one million households.
