The global water and wastewater treatment market was valued at USD 381.80 billion in 2025. It is estimated at USD 404.71 billion in 2026 and is projected to reach USD 738.56 billion by 2036, growing at a CAGR of 6.2% over the 2026-2036 forecast period. This report assesses the market in depth, covering access to water and sanitation, infrastructure funding needs, regulation including PFAS and micropollutant rules, desalination and reuse, industrial water demand, case studies, vendor selection criteria, Porter's five forces, the value chain, and the competitive landscape.

The study covers the technologies, chemicals, systems, and services that make drinking and process water safe and that collect, treat, recycle, or discharge wastewater from cities and industry. Value is measured across five offerings: plant operation and upkeep, automation and process control, treatment technologies, engineering, design, and construction work, and chemicals. The technology scope includes membrane separation and filtration, membrane bioreactors, activated sludge, clarification, dissolved air flotation, activated carbon, chlorination, UV and ozone, industrial demineralization, and sludge management. The value chain extends from makers of membranes, resins, activated carbon, pumps, chemicals, and instruments through equipment suppliers, engineering and construction firms, and plant and network operators to municipal utilities and industrial users.

According to the WHO/UNICEF Joint Monitoring Programme (JMP), the need for treatment remains very large, as roughly a quarter of the world's population, or 2.1 billion people, had no safely managed drinking water in 2024, and 3.4 billion had no safely managed sanitation. Estimates by the OECD and the World Bank place worldwide water infrastructure needs at USD 6.7 trillion by 2030 and as much as USD 22 trillion by 2050. Within the U.S., the Environmental Protection Agency (EPA) estimates combined drinking water, wastewater, and stormwater investment needs of more than USD 1.25 trillion over 20 years, against roughly USD 50 billion of water funding under the Bipartisan Infrastructure Law.

Market Dynamics

Growth is driven by fast urbanization, tighter treatment rules, freshwater scarcity, and the health burden of unsafe water. Cities are adding people faster than treatment capacity, and according to the JMP, urban drinking water coverage was flat at 83% between 2015 and 2024; India's AMRUT missions had added 27 million urban household tap connections by July 2026, along with sewage treatment capacity of 7.38 billion litres a day. The EPA has capped PFOA and PFOS in U.S. drinking water at 4 parts per trillion each, and the recast EU Urban Wastewater Treatment Directive brings smaller towns into scope and adds tertiary and quaternary treatment duties. Scarcity is making treatment a source of supply: according to its National Transformation Program, Saudi Arabia lifted desalination capacity from 4.6 million to more than 16 million cubic meters per day between 2016 and the end of 2025, and the Ministry of Housing and Urban-Rural Development reported that Chinese cities used over 22 billion cubic meters of recycled water in 2025.

High capital and operating costs are the main restraint, as treatment assets are capital intensive and long lived, wastewater plants use large amounts of energy, and the recast EU directive adds a national energy neutrality target for 2045. The EPA's May 2026 proposal to allow water systems two more years, to April 2031, to meet the PFOA and PFOS limits shows how hard it is to finance and build treatment on schedule, especially for smaller utilities. Aging networks are a further challenge, as many assets in developed economies are reaching the end of their service lives; clean water needs in the U.S. have risen 73% since 2012, according to the 2022 Clean Watersheds Needs Survey.

Energy-efficient and advanced treatment offers the main opportunities, as shown by the Shuaiba 5 plant in Saudi Arabia, which reached a record 2.34 kilowatt-hours per cubic meter, and by Veolia's report that better reverse osmosis and pretreatment cut the energy needed for seawater desalination by 35% over ten years. Industrial reuse for semiconductor fabs and data centers is a second opportunity: direct water use by U.S. data centers reached about 66 billion litres in 2023, according to Lawrence Berkeley National Laboratory, and Veolia expects the combined water use of data centers and chip plants to match that of 46 million people by 2030. Key trends include long-term performance-based operation contracts, digital monitoring and AI-based optimization of utility networks, and investment in PFAS and micropollutant removal, which is lifting demand for granular carbon and its reactivation, high-rejection membranes, and UV and ozone equipment.

Segment Analysis

The report analyzes the market by type, offering, application, and geography, helping stakeholders identify which treatment needs, offerings, and end users will generate the most demand.

By type, the market is divided into wastewater treatment and water treatment. Wastewater treatment is expected to hold the larger share in 2026, supported by sanitation coverage programs in emerging economies such as India's AMRUT and Swachh Bharat missions, stricter nutrient and micropollutant rules in Europe, and the growing use of treated wastewater as a new water source. It is also expected to grow at the higher CAGR as these programs and reuse targets scale up. Water treatment continues to grow steadily, helped by desalination in water-scarce regions and new PFAS limits for drinking water.

The offering analysis covers operation & maintenance services; process control & automation; treatment technologies; design, engineering, and construction services; and treatment chemicals. Operation & maintenance services are expected to command the largest share in 2026, since plants and networks generate recurring running costs over decades of service and utilities increasingly award long-term performance-based contracts. Process control & automation is expected to grow at the highest CAGR, as utilities turn to smart meters, online sensors, and AI tools that cut leakage, lower power bills, and reduce the risk of breaching permits.

Within treatment technologies, the report covers membrane separation & filtration (reverse osmosis, ultrafiltration, microfiltration, nanofiltration, and other membranes), sludge management, activated sludge, clarification, activated carbon (granular, powdered, and other forms), chlorination, industrial demineralization, membrane bioreactors, UV & ozone, dissolved air flotation, and other technologies. Membrane separation & filtration is expected to hold the largest share in 2026, owing to the wide use of membranes in desalination, reuse, and industrial water, with reverse osmosis membranes forming the largest part of this group. Membrane bioreactors are expected to grow at the highest CAGR, driven by reuse projects and the need for compact plants that deliver high-quality effluent.

By application, the market is divided into municipal and industrial applications, with industrial demand split into food & beverage, pharmaceuticals & chemicals, power generation, pulp & paper, oil & gas, mining, petrochemicals, semiconductors, and other industries. Municipal applications are expected to hold the larger share in 2026, supported by national coverage programs, EU directive deadlines, and the replacement of aging networks. Industrial applications are expected to grow at the higher CAGR, as companies move from buying water to buying treatment and reuse services. Pharmaceuticals & chemicals form the largest industrial application, while semiconductors are expected to grow the fastest, driven by new fabs and their need for ultrapure water and reclamation.

Regional Analysis

The report provides analysis of five regions (Asia-Pacific, North America, Europe, Latin America, and the Middle East & Africa), 34 countries, and four rest-of-region groups. The regional analysis considers access to water and sanitation, urbanization, water stress, regulation, infrastructure age and funding, and industrial demand in each market.

Asia-Pacific is expected to lead the market with the largest share in 2026, since the region adds more urban residents than any other, is industrializing quickly, and faces acute water stress in many places. China and India are adding sewage treatment and reuse capacity on a large scale, India aims to bring tap water to all rural households by 2028 under Jal Jeevan Mission 2.0, and Singapore meets a large part of its demand with NEWater recycled water. Much of the world's chip output, which depends on ultrapure water, comes from Taiwan, Japan, South Korea, Malaysia, and Singapore. North America is expected to hold the second-largest share, driven by aging infrastructure, PFAS regulation, and investment in semiconductor fabs and data centers, with rehabilitation and PFAS treatment expected to dominate spending.

Asia-Pacific is also expected to grow at the highest CAGR during the forecast period, supported by sanitation and water supply programs in India, reuse programs in China, and industrial growth across the region. Europe holds a significant share, with regulation-led spending shaped by the recast Urban Wastewater Treatment Directive, due for transposition by July 2027, and drinking water PFAS limits, and the European Investment Bank's water lending reached a record EUR 5 billion in 2025. The Middle East & Africa and Latin America account for smaller shares; Gulf desalination and reuse and African rehabilitation needs drive the former, while Brazil's 2033 sanitation coverage targets and Chilean miners' move to desalinated seawater support the latter.

Competitive Landscape

The report reviews key growth strategies, competitive benchmarking, the competitive dashboard (industry leaders, market differentiators, vanguards, and emerging companies), and market ranking by key players, together with company profiles covering company overview, financial overview, product portfolio, strategic developments, and SWOT analysis.

The market is fragmented, as public utilities deliver most municipal services and no company holds a dominant position. Participants include global operators, industrial water and chemical companies, water technology firms, producers of membranes and activated carbon, engineering contractors, and specialists in decentralized and industrial treatment, competing on lifecycle cost, compliance, proven references, portfolio breadth, local service, financing terms, and digital capabilities. Consolidation picked up in 2025 and 2026, with Veolia buying out the remaining stake in Water Technologies and Solutions, Ecolab acquiring the Ovivo electronics ultrapure water business, Veralto completing its purchase of In-Situ, and Xylem agreeing to acquire Cornell Pump and Roper Pump. Toray also began producing reverse osmosis membranes at a new integrated facility in Saudi Arabia, and SUEZ won a 15-year contract from NAMA Water Services in Oman. Long-term contracts, acquisitions, capacity expansion, and divestment of non-core units remain the main strategies.
