The publisher expects the Kazakhstani construction industry to expand by 10.8% in real terms this year, supported by government investment in the development of regional transport networks and public and private sector investment in the healthcare, education and research sectors. According to the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, the construction industry’s value-add rose by 13.7% year on year (YoY) in the first quarter of 2023, preceded by a Y-o-Y growth of 23.8% in Q4 and a decline of 2.7% in Q3 2022. In addition, the Ministry of National Economy of the Republic of Kazakhstan reported that investment in fixed capital grew by 17.9% in the first eight months of 2023, following an annual growth of 13.9% in 2022. Moreover, the volume of contraction works grew by 15.7% in first eight months of 2023, compared to annual growth of 14% in 2022.Yet, in the short term, the industry’s output will be restricted by subdued investor and consumer confidence amid rising inflation coupled with high energy prices and construction material costs. According to the International Monetary Fund, the country’s inflation increased from 8% in 2021 to 15% in 2022, and it is expected to average a rate of 14.8% by 2023.

Over the remainder of the forecast period, the construction industry’s output is expected to grow at an annual average rate on 3.1% between 2024 and 2027, supported by investment under the Nurly Zhol State Infrastructure Development Program between 2020-25, under which the government aims to create efficient and competitive transport infrastructure, improve the technological and institutional environment, and develop transit and transportation services across Kazakhstan. The government has set a target to increase the share of renewables in the total energy generation mix to 15% by 2030, from 3% in 2020. The industry’s forecast period growth will also be supported by the 40 renewable energy projects started in mid-2022 and these projects are expected to be completed by 2025, which will eventually assist the target of reducing coal and become a carbon “net-zero” economy by 2060.
