Morocco Construction Market Size, Trends, and Forecasts by Sector - Commercial, Industrial, Infrastructure, Energy and Utilities, Institutional and Residential Market Analysis to 2030 (H2 2026)

Summary

The analyst expects growth in Morocco’s construction industry to slow from 6.7% in real terms in 2025 to 3% in 2026. This slowdown is caused by high fuel and material costs due to the Middle East conflict, as well as heavy winter storms and floods that temporarily stopped construction work. The High Commission for Planning (HCP) data shows that the growth in construction value-add slowed from 6.5% in Q3 and 5.8% in Q4 2025 to 1.5% year-on-year (YoY) in the first quarter of 2026, following two severe flood emergencies between mid-December 2025 and early February 2026, damaging local towns and river basins. The industry’s growth in 2026 will also be driven by the government’s efforts to develop transport and energy infrastructure in the country. In April 2026, Morocco’s Minister of Equipment and Water, Nizar Baraka, unveiled an ambitious MAD73 billion ($8.1 billion) investment plan for the construction and public works sector in 2026. This budget is nearly double what the government spent in 2019 and makes up almost one-fifth of all public contracts for the year. The money is divided into four major areas to boost the economy: MAD29 billion ($3.2 billion) for public utilities; MAD21.8 billion ($2.4 billion) for roads and highways; MAD18 billion ($2 billion) for water projects; and MAD4 billion ($443.4 million) for ports infrastructure development.

Over the remainder of the forecast period, the construction industry is expected to grow at an annual average rate of 3.5% between 2027 and 2030, supported by investment in infrastructure projects in line with the 2030 FIFA World Cup preparations, coupled with the government's plan for the expansion of high-speed rail projects by 2030, with an investment of MAD101.2 billion ($11.2 billion). Growth over the forecast period will also be supported by the government’s plan to increase the share of renewables in the nation’s energy mix to over 52% by 2030 and 50% by 2050 compared to 46% in 2025. Growth will also be supported by the government's target to achieve renewable energy capacity of over 15 gigawatts (GW) by 2030, with 5.6 GW already installed.
