The construction industry in the Philippines is expected to decline by 2.4% in real terms in 2026, owing to higher construction material costs and fuel prices, coupled with delays in significant projects and a decline in foreign direct investment (FDI). According to the Bangko Sentral ng Pilipinas (BSP), the total value of the Philippine banking system’s outstanding loans for construction fell by 6.3% year on year (YoY) in the first two months of 2026, following annual growth of 4.8% in 2025.

Over the remainder of the forecast period, the construction industry is expected to recover and register an average annual growth rate of 6.8% between 2027 and 2030, supported by investment in renewable energy and transport construction projects. The Philippine Economic Zone Authority (PEZA) revealed in April 2026 that it had approved PHP45.6 billion ($792.6 million) worth of investments across 78 new and expansion projects during the first quarter of 2026, marking an 18.18% increase from the 66 projects approved in the same period of the previous year. The approved projects are projected to generate PHP627.1 billion ($10.9 billion) in exports and create 8,496 direct jobs, with manufacturing leading the pipeline with 30 projects. PEZA also reported that 10 major projects worth over PHP36 billion ($625.7 million) accounted for the majority of investments, supporting large-scale industrial and infrastructure expansion within Philippine economic zones. Some of the projects include ecozone development in Naga, solar cell manufacturing in Batangas, aircraft maintenance, repair, and overhaul facilities in Pasay, and facility services in Cavite. Growth over the forecast period will also be supported by the government’s allocation under the national budget for 2026, which includes total spending of PHP6.8 trillion ($117.3 billion), representing a 7.4% increase compared to PHP6.3 trillion ($108.6 billion) in the 2025 National Budget.
