This product contains two individual regulatory reports:

Slovenia: oral tobacco and nicotine pouch regulation

The Law on Restricting the Use of Tobacco and Related Products (Tobacco Law), passed in 2017 to transpose the European Tobacco Products Directive, defines oral tobacco as “all tobacco products for oral use, except those which are intended for inhalation and chewing, wholly or partly made of tobacco”.

It explicitly bans the marketing of oral tobacco in Slovenia with the exception of chewing tobacco. A bill backed by the government would create a new legal category for nicotine pouches.

This report provides details of the regulatory framework in place in Slovenia for oral tobacco and nicotine pouches, covering all policy areas.

Slovenia: heated tobacco regulation

Following the adoption of the Strategy for reducing the consequences of tobacco use - for Slovenia without tobacco 2022-2030 in May 2022 calling for stricter measures for new tobacco products, we expect heated tobacco products to have their regulatory burden increased in the coming years. Heated tobacco products fall under the category of smokeless “novel tobacco products”.

This report provides a detailed analysis of the current regulatory framework in place in Slovenia for heated tobacco products, covering all policy areas from product and advertising restrictions, to labelling and packaging requirements and taxation.

This regulatory report will provide you with:
