  • We do not expect any changes to the regulatory framework for oral tobacco products, and in turn, do not expect the ban to be lifted.
  • Several restrictions are likely to be put in place in the foreseeable future for nicotine pouches, because Hungarian authorities acknowledge that these products cannot be freely distributed as consumer products.

2. Hungary: Heated tobacco regulation

  • Heated tobacco products are considered new smokeless tobacco products in Hungary. Herbal heated sticks are subject to notification and labelling requirements.
  • We do not expect significant changes to the regulatory framework for heated tobacco products (HTPs). Prior to the regulation of herbal heated sticks, the public debate was more focused on these products than HTPs. However, following their regulation, the public and political debate has since been silent. A draft decree seeking to further regulate herbal heated sticks is being discussed, and it is likely to pass in the near future.
