  • In January 2025, Decree No. 2025/1 was enacted by the government to promote the use of locally-issued card schemes. The decree mandates the government-owned banks to issue TROY cards when issuing new cards or renewing existing ones, unless customers specifically opt for an international alternative. In addition, the decree also requires public entities to transfer payments, including pensions, scholarship disbursements, and social aid to be processed via TROY.
  • Contactless payments are being launched in public transportation. For instance, Balıkesir Public Transportation ended cash payments for all public transportation vehicles in Balıkesir as of July 1, 2025. With this change, all public transport in the city will move to a more-modern, centralized electronic fare system. Paper tickets and older payment methods will gradually be phased out and replaced by contactless and compatible digital payment options. This enables commuters to make contactless payments via cards, smartphones, and QR codes through the BTT mobile application.
  • Turkiye’s payment infrastructure is developing; driven by government initiatives to boost card acceptance. The government introduced General Communique No. 557 under the Tax Procedure Law which required retailers to install New Generation Payment Recording Devices by July 1, 2024 and to accept debit and credit card payments, with penalties imposed for non-compliance. Additionally, in September 2025, the CBRT introduced a regulation that lowered the maximum POS commission rate for debit card transactions from 3.56% to 1.04%, effective from November 1, 2025. This change is expected to reduce business costs and ease the financial burden of debit card acceptance
