Payroll cards are being repositioned around earned-wage access as staffing-linked card activity weakens
- The recent U.S. payroll-card story has shifted from straightforward payroll digitisation to portfolio pressure and product repositioning. Green Dot reported in its May 2026 results that its rapid! PayCard business continued to lose active accounts, with Q1 2026 active accounts down 13% year over year, gross dollar volume down 20% and purchase volume down 8%. The ability to generate a credential for a defined amount or payment purpose fits corporate efforts to automate disbursements and reduce reliance on checks while retaining prepaid's funded-before-spend control structure.
- Virtual prepaid should continue gaining share within commercial and corporate-disbursement programs, particularly where the credential is needed for a limited duration, a specific supplier or a controlled expense. This is likely to reduce the need for physical cards in selected business-payment use cases while increasing the importance of issuer APIs, program managers and processors capable of instant card creation and transaction controls. Because vendor and accounts-payable transactions can carry materially higher ticket sizes than consumer prepaid purchases, the commercial shift can support prepaid transaction value even without comparable expansion in physical card issuance. Physical prepaid should remain relevant for payroll, government benefits and cash-oriented users, making the result a change in product mix rather than wholesale replacement of plastic.
Rising gift-card fraud is turning physical-card security into a regulatory and retail-distribution issue
- Gift-card fraud has moved from a longstanding consumer warning to a much more active state legislative and retailer-compliance issue. NCSL reported in February 2026 that lawmakers in 22 states introduced at least 30 bills targeting gift-card scams and fraud during 2025, compared with eight states introducing 12 bills in the prior year.
