By the end of 2030, the prepaid card and digital wallet market is projected to expand from its 2025 value of USD 13.21 billion to approximately USD 20.15 billion.
Key Trends and Drivers
Physical prepaid cards are becoming app-managed products rather than disappearing
- Indonesia’s major bank-issued stored-value cards are increasingly being distributed and managed through digital channels while the payment instrument itself remains physical. Since September 2025, BRI has allowed consumers to order BRIZZI, its reloadable chip-based electronic-money card, through Tokopedia, Shopee and TikTok Shop, while top-ups can be completed through BRImo with NFC. BCA has taken the same hybrid approach with Flazz: 2026 editions can be purchased through myBCA/BCA mobile and e-commerce channels, while NFC-enabled phones can reload the physical card and check balances. This is a more important recent shift than another card-design launch; the customer journey around physical prepaid is moving into mobile banking and e-commerce.
- The immediate driver is the removal of friction around card acquisition and reload. BRI explicitly positions online BRIZZI ordering as an alternative to visiting branches or physical merchants, while BCA combines mobile purchasing, e-commerce distribution and NFC-based top-up. The model is particularly relevant in Indonesia because products such as BRIZZI and Flazz remain usable across toll roads, rail and urban transport, parking, fuel stations and retail locations; digitising the reload process therefore improves an established prepaid use case rather than requiring consumers to adopt a completely new instrument.
- The likely outcome is a hybrid physical-digital prepaid model rather than an abrupt migration away from cards. Reload activity should become increasingly app-led, while physical chip cards remain relevant where dedicated readers and fast offline-style tapping are embedded in transport, toll and retail infrastructure. This should support usage of reloadable prepaid cards even as branch-based issuance and cash-based top-up lose importance. The more material risk to physical-card transaction volumes will come from alternative tap technologies in particular use cases, especially public transport, rather than from digital card distribution itself.
The expected decline of e-toll prepaid cards has been pushed back
- The transition away from chip-based prepaid cards on Indonesia’s toll-road network has progressed more slowly than earlier expectations. During the 2025/26 Christmas-New Year travel period, the Public Works Ministry still deployed 24 additional e-toll top-up points, 69 top-up personnel and 34,105 electronic-money cards to support toll operations. For the 2026 Lebaran period, toll discounts on several routes were also explicitly implemented for payments using electronic money. Meanwhile, BPJT stated in April 2026 that the proposed Multi Lane Free Flow (MLFF) contactless toll system remained at the pre-trial/functional-test stage rather than broad implementation.
- The slowdown reflects implementation complexity rather than weaker interest in contactless tolling. BPJT has emphasised that MLFF requires readiness across technology, users, enforcement and the broader toll ecosystem and therefore must be introduced cautiously. The government was still preparing another test in June 2026. In practical terms, this extends the useful life of Mandiri e-money, BCA Flazz, BRI BRIZZI, BNI TapCash and other chip-based instruments accepted at toll gates because operators still require reliable card readers, sufficient stored balances and top-up capacity during peak travel periods.
- Toll-related prepaid transaction volumes and reload demand are therefore likely to be more resilient than previously expected. Physical e-money cards should remain operationally important while MLFF remains staged. The longer-term direction has not disappeared: if MLFF successfully moves from testing into commercial deployment, toll-related card tapping and reload frequency would eventually decline. However, the 2026 status indicates that displacement is more likely to occur corridor by corridor than through a rapid nationwide switch.
Urban transit is shifting stored-value payments from cards toward phone-based tap
- Public transport is moving faster than toll roads toward a new prepaid form factor. Following the October 30, 2025 launch of QRIS Tap In-Tap Out, Bank Indonesia reported implementation across major Jabodetabek modes including KCI/KRL, TransJakarta, MRT, LRT Jakarta and LRT Jabodebek, as well as parking. Crucially for the prepaid market, QRIS Tap can use server-based electronic money as a funding source alongside bank deposits and credit facilities. As of December 2025, participating providers included Bank Mandiri, BNI, BCA and BRI as well as DANA, ShopeePay and GoPay. This creates a direct route for prepaid stored value to move from a dedicated chip card into an NFC-enabled smartphone.
- The principal driver is transport-payment efficiency. QRIS Tap supports both single-tap and Tap In-Tap Out transactions, allowing fares to vary according to distance or journey profile. Bank Mandiri and KAI Group subsequently implemented QRIS Tap through Livin’ by Mandiri for KCI and LRT Jabodebek in November 2025, allowing NFC-phone tapping at gates without scanning a QR code; for account-funded users, it also removes the need to maintain a separate transit-card balance. This materially increases competition for traditional transport-linked prepaid cards at precisely the locations where chip cards have historically been strongest.
- This trend should intensify in metropolitan transport. Server-based prepaid/e-money balances are likely to capture a larger share of tap-based journeys, while dedicated physical transport cards face pressure among NFC-smartphone users. The important qualification is that QRIS Tap is not exclusively prepaid; it can also draw from deposit and credit sources, so some physical prepaid spending will migrate outside the prepaid category altogether. Consequently, Indonesia could see prepaid value increasingly concentrated in wallet-linked/server-based formats even while physical cards remain important for tolls and other reader-dependent environments.
Bank Indonesia’s 2026 regulatory reset raises the operating bar for prepaid issuers
- Indonesia entered a materially different regulatory phase on March 31, 2026, when Bank Indonesia Regulation No. 10/2025 on the Payment System Industry became effective. The framework explicitly defines the value held in electronic money as a payment-system source of funds and introduces the TIKMI framework covering transactions, interconnection, competence, risk management and IT infrastructure. It also extends oversight across payment products, pricing, technology innovation, cooperation arrangements and market conduct. Physical prepaid cards should remain relevant for tolls, campuses and other tap-based environments, while server-based prepaid balances gain share in smartphone-led transport and retail payments.
