The Turkish construction industry is projected to grow in real terms by 6.4% in 2026, supported by a rise in total foreign direct investment (FDI), an increase in gross fixed capital formation, along with a rise in investments for energy infrastructure. According to Turkish Statistical Institute (TurkStat), the total gross fixed capital formation in construction index grew by 8.7% year on year (YoY) in Q4 2025, preceded by YoY growth of 13.5% in Q3 and 11.9% in Q2 2025. Moreover, the construction industry’s value-add rose by 8.6% YoY in Q4 2025, preceded by YoY growth of 14.1% in Q3 and 11.3% in Q2 2025, according to TurkStat. The country’s construction production index grew by 11.9% YoY in 2025. In terms of segmentation, the average construction production index of buildings grew by 14% YoY in 2025, while that of specialized construction activities grew by 9.3% YoY, and civil engineering works grew by 5.4% YoY, during the same period, according to TurkStat. In December 2025, the Turkish Parliament approved the 2026 Central Government Budget, outlining a total expenditure of TRY18.9 trillion ($374.8 billion), up by 28.6% compared to 2025 budget.

The analyst expects the construction industry in Turkiye to register an average annual growth of 3.8% from 2027 to 2030, supported by investments in the transport and energy infrastructure projects, coupled with the Ministry of Transport and Infrastructure’s 2026 program, announced in February 2026, focusing on expanding high-speed rail, improving port connectivity, and supporting domestic technology development. Under the plan, high-speed rail lines are expected to reach 2,769km, while the total railway network will extend to 14,437km by 2026. Urban rail systems are targeted to reach 487km with around 260 stations by 2026.
