Urban migration can increase purchased seafood demand because households move from subsistence fishing toward commercial food channels. Indonesia is pursuing protein self-sufficiency through a plan for 40,000 fish farms, with affordable fish species central to that objective. Fresh fish remains important, but deboned, marinated, and frozen options can also serve consumers who do not shop in traditional wet markets. The opportunity is strongest where cold storage protects quality between farms, processors, stores, and homes, allowing the same supply to meet local, urban, and diaspora demand.

Increasing Aquaculture Production of Milkfish

Aquaculture dominates the milkfish market because hatcheries and managed farms provide supply at a far larger scale than capture fisheries. Philippine output reached 402,860.3 metric tons in 2025, while Indonesian aquaculture output reached 792,863.9 metric tons in 2024, making farm performance in both countries important for availability and trade. Conventional brackish-water ponds still account for most output, but offshore cages are attracting attention in Indonesia. A 2026 report described offshore cage production with 40.96% protein content compared with 24.18% in conventional ponds, and stocking densities of up to 125 fish per cubic meter. Cleaner taste and firmer flesh can help producers supply buyers that previously preferred wild fish or other premium species. Cebu's Oversea Hatchery produced 24 million size-3 milkfish fry in 2025 and is targeting a 50% survival rate in 2026, showing why dependable local hatcheries can reduce imported fingerling dependence.

Vulnerability to Disease Outbreaks in Aquaculture

Disease directly threatens operations by rapidly reducing farm output and disrupting deliveries to buyers. A 2024 study found that Edwardsiella anguillarum caused 85% mortality in milkfish within 48 hours of infection. It also reported lower mortality in Nile tilapia and Asian seabass and documented outbreaks in Taiwanese milkfish farms between 2017 and 2021. This severity makes early detection, water management, and veterinary support critical for the milkfish market. Small farms may lack dedicated biosecurity teams, delaying disease response. Philippine reports show that local farm incidents can require coordinated action. In Dagupan City ponds, a gill parasite locally called baboy-baboy caused isolated mortality events, and the Bureau of Fisheries and Aquatic Resources monitored containment. Such events can weaken farmer confidence amid high feed costs and unstable weather. Prompt reporting, shared surveillance, and improved farm health practices can speed corrective measures and protect supply reliability for local buyers and export customers.

Growth is supported by continued consumer preference for naturally sourced seafood and the established role of capture fisheries in several milkfish-producing regions. Wild-caught milkfish may also appeal to consumers seeking traditional seafood products associated with natural habitats and conventional fishing practices. Geography Analysis

Asia-Pacific held 91.11% of the milkfish market share in 2025 and grew at a CAGR of 5.41% through 2031. The Philippines produced 402,860.3 metric tons in 2025, despite a 2.5% decline in total national fisheries output. Aquaculture accounted for 2,179,071.8 metric tons, or 55.1%, of national fisheries production. Indonesia produced 792,863.9 metric tons through aquaculture in 2024, with significant activity in East Java, South Sulawesi, and North Kalimantan. Government plans to develop 40,000 fish farms strengthened milkfish’s role in Indonesia’s food security agenda.

Taiwan produced less than the two leading producers, with annual output of 51,000 metric tons in the source material, but it remained a benchmark for intensive culture and feed development. Southeast Asia also held varied export positions within the wider region. Vietnam’s frozen milkfish fillet exports increased by 188.2% in 2024, indicating its growing role in reprocessing and value-added trade. Indonesia recorded lower export volume during the same year, as buyers held inventory longer and reduced purchasing frequency. This situation created farmgate price pressure when harvests did not align with buyer restocking cycles.

North America and Europe accounted for smaller shares of the milkfish market but remained important destinations for processed exports. Filipino and Indonesian diaspora communities continued to provide a dependable customer base. Fisherfarms exported products to the United States, Canada, the United Kingdom, the Netherlands, and Italy, including fillets, sausages, nuggets, and patties. The Middle East was another important destination for frozen products, supported by halal demand and Southeast Asian migrant communities. South America had no established milkfish consumer base in the supplied material, while Sub-Saharan Africa remained a longer-term opportunity due to demand for affordable protein.
