The global HALEU nuclear fuel market was valued at USD 0.45 billion in 2025. It is estimated at USD 0.62 billion in 2026 and is projected to reach USD 9.96 billion by 2036, growing at a CAGR of 32.0% over the 2026-2036 forecast period. This report assesses the market in depth, covering supply and demand, capacity by country, government stockpiles, fuel cycle technologies, licensing and security rules, government programs, pricing, investment, and competition.

The market covers high-assay low-enriched uranium, which contains between 5 and 20 percent uranium-235 and is usually enriched to no more than 19.75 percent, together with the advanced fuels made from it. The scope spans three stages: enrichment, either in new centrifuge or laser plants or by downblending highly enriched uranium (HEU); conversion of the enriched gas into metal or oxide form; and the manufacture of TRISO, metallic, oxide, and molten salt fuels. Conventional reactor fuel below 5 percent enrichment and weapons-grade uranium are excluded. Buyers include advanced reactor developers and utilities, government and defense agencies, research reactors, and space programs, as most advanced reactor designs cannot run on standard fuel.

Supply is the central issue in this market, with Britain's Department for Energy Security and Net Zero stating in May 2024 that only Russia and China had the infrastructure to make HALEU at scale. In the U.S., the only plant cleared to make HALEU is Centrus Energy's site in Piketon, Ohio, which received its NRC license in 2021 and had shipped 900 kilograms to the Department of Energy (DOE) by June 2025, against DOE-projected U.S. needs of over 40 tonnes before 2030. Fuel shortages have already slowed projects: in December 2022, TerraPower said its 345-megawatt Natrium demonstration plant in Wyoming would be delayed by at least two years because HALEU would not be ready in time.

Market Dynamics

Growth is driven by the advanced reactor pipeline, strong public funding, and demand for firm clean power from data centers. Fifteen companies asked the DOE for HALEU, and eight developers, among them TRISO-X, TerraPower, Kairos Power, Radiant Industries, and Westinghouse, received conditional allocations during 2025. Executive Order 14301 of May 2025 set a goal of three advanced reactors reaching criticality by 4 July 2026, and four did so. Federal money is also flowing: the Inflation Reduction Act of 2022 set aside USD 700 million for HALEU, 2024 supplemental appropriations added USD 2.7 billion for domestic enrichment, and the Department of Energy gave Centrus and General Matter enrichment task orders of USD 900 million each at the start of 2026. Technology companies are also backing reactors that need this fuel: Google agreed in October 2024 to buy power from Kairos Power reactors of up to 500 megawatts, and Amazon invested in X-energy with a target of more than 5 gigawatts by 2039.

Restraints are led by the lack of non-Russian capacity at scale and the loss of Russian supply. Under a U.S. law signed in May 2024, Russian enriched uranium is banned through 2040, with waivers expiring at the start of 2028, and Russia responded late that year with curbs on shipments to American buyers. Investors are also wary of building plants while most HALEU-fueled reactors are still unlicensed, and fuel enriched to 10 percent or more falls under the Nuclear Regulatory Commission's Category II rules, which require tighter physical protection, material accounting, and certified transport packages. Key challenges include limited deconversion and fabrication capacity, tight government delivery schedules, financing plants without an established market price, and the long testing needed to qualify new fuel forms.

Opportunities lie in new enrichment plants in allied countries, the manufacture of TRISO and other advanced fuels, and fuel for military and space reactors. With a GBP 196 million grant from the U.K. government, drawn from a wider GBP 300 million program, Urenco is building a Capenhurst plant sized for as much as 10 tonnes a year by 2031. The DOE's Fuel Line Pilot Program selected Oklo, Terrestrial Energy, TRISO-X, and Valar Atomics in September 2025, and BWX Technologies' Project Pele microreactor received a full TRISO core in late 2025. Key trends include the government's role as allocator and anchor buyer, new entrants using laser and next-generation centrifuge technology, and co-investment by allied utilities, such as Korea Hydro & Nuclear Power and POSCO International in Centrus's Piketon expansion.

Segment Analysis

The report analyzes the market by value chain stage, fuel form, enrichment level, production route, reactor type, end user, and geography, helping stakeholders understand where value is created along the fuel cycle and how it will move as reactors are deployed.

Based on value chain stage, the market is segmented into enrichment, deconversion (metal and oxide), and fuel fabrication. Enrichment is expected to lead the market in 2026. Separative work is the most costly step in producing HALEU, enrichment receives the bulk of current government contracts, including the DOE's January 2026 task orders, and new capacity is the first bottleneck that developers must clear. Fuel fabrication is expected to grow at the highest CAGR during the forecast period, as reactors move from demonstration to fleet deployment and demand for TRISO particles and metallic fuel pins rises with each initial core and reload.

The fuel form analysis covers TRISO particle fuel, metallic fuel, oxide fuel, molten salt fuel, and other fuels. TRISO particle fuel is expected to hold the largest share in 2026 and to record the highest CAGR during the forecast period. It is the fuel of choice for gas-cooled, salt-cooled, and micro reactors, it is the most mature HALEU fuel form after more than two decades of DOE testing, and the X-energy and Kairos Power designs that use it are backed by Amazon and Google. Metallic fuel matters for sodium fast reactors such as TerraPower's Natrium.

Based on enrichment level, the market is segmented into fuel enriched to between 5 and 10 percent and fuel enriched to between 10 and 19.75 percent uranium-235. The higher enrichment band is expected to hold the larger share in 2026 and to grow at the higher CAGR, since most advanced and research reactor designs call for fuel near the upper limit, which allows smaller cores and longer fuel cycles. Demand in the lower band comes from designs such as China's HTR-PM, whose pebble fuel is enriched to below 10 percent.

By production route, the report separates new enrichment from HEU downblending. HEU downblending is expected to provide the larger share of supply in 2026, as most HALEU available today comes from blending down government stocks of highly enriched uranium while new plants are under construction, and the DOE relies on this material to meet its statutory delivery targets. New enrichment is expected to grow at the higher CAGR as commercial plants funded by the DOE and the U.K. government begin operating and as Centrus expands its Piketon cascade.

Reactor types covered include high-temperature gas reactors, sodium fast reactors, molten salt & fluoride salt-cooled reactors, microreactors, light water SMRs with higher enrichment, and research & test reactors. Research & test reactors and high-temperature gas reactors together are expected to account for the largest share in 2026, as research reactors already run on fuel just below the HALEU ceiling and gas reactors such as China's HTR-PM are among the first commercial users of HALEU-range fuel. Microreactors are expected to grow at the highest CAGR, supported by military programs such as Project Pele and the Army's Janus program, which selected five vendors in August 2026.

End users studied are advanced reactor developers & utilities, government & defense, research institutions, and space agencies. Government & defense is expected to hold the largest share in 2026, since governments currently allocate most HALEU, buy enrichment services directly, and fund defense reactor programs. Advanced reactor developers & utilities are expected to grow at the highest CAGR, as commercial reactors backed by technology companies and utilities move toward licensing and begin to need first cores and regular reloads.

Regional Analysis

Geographically, the study spans five regions, North America, Europe, Asia-Pacific, Latin America, and the Middle East & Africa, with analysis of 18 countries and four rest-of-region groups. The analysis considers fuel cycle capacity, reactor programs, public funding, and sanctions exposure in each market.

North America is expected to remain the largest regional market in 2026, since the United States has the only licensed HALEU production facility outside Russia and China, the DOE's HALEU Availability Program targeting 21 tonnes by mid-2026, billions of dollars of federal enrichment funding, and the largest group of advanced reactor developers, many of which are backed by Google, Amazon, and other technology companies. Canada's microreactor and other advanced reactor plans are likely to add demand.

Europe is expected to grow at the highest CAGR during the forecast period, from a small base, as the Urenco Capenhurst plant, backed by the British government, is designed to end Russia's role as Europe's only commercial HALEU supplier when it begins producing around 2031. Urenco, owned by U.K., Dutch, and German shareholders, and France's Orano operate large enrichment fleets that can move into HALEU, Framatome is a major fuel fabricator, and research reactors and advanced reactor plans in France, the Netherlands, Poland, and Sweden will need supply. Asia-Pacific holds a significant share, led by China, where CNNC develops gas-cooled and fast reactors and the HTR-PM plant at Shidaowan entered commercial operation in December 2023. South Korea is securing future supply through investment in Centrus, Japan operates the High Temperature Engineering Test Reactor, and India and Australia are studying advanced reactors. Latin America, led by Argentina and Brazil, and the Middle East & Africa, led by the UAE, Saudi Arabia, and South Africa, account for smaller shares, with demand linked to research reactors, medical isotope production, and longer-term SMR plans.

Competitive Landscape

The report includes a detailed review of the competitive landscape, covering key growth strategies, competitive benchmarking, the competitive dashboard with industry leaders, market differentiators, vanguards, and emerging companies, and 2025 market share/rank analysis. Company profiles of enrichment companies, fuel fabricators, and reactor developers with fuel programs cover business overview, financial overview, product portfolio, strategic developments, and SWOT analysis.

Enrichment is highly concentrated, as Russia's TENEX and China's CNNC hold large-scale capability, whereas the West relies on downblended government stocks and the small Piketon cascade while Urenco, Orano, and General Matter build new capacity. Fuel fabrication is more fragmented, involving established fuel vendors, TRISO specialists, and reactor developers that are building their own fuel lines. Main strategies include winning public funding, expanding centrifuge cascades, developing laser enrichment, setting up deconversion and TRISO lines, and signing offtake and investment agreements. Centrus, for example, is converting its Oak Ridge, Tennessee, site into a centrifuge manufacturing plant.
