The global PFAS remediation market was valued at USD 4.25 billion in 2025. It is estimated at USD 4.90 billion in 2026 and is projected to reach USD 14.42 billion by 2036, growing at a CAGR of 11.4% over the 2026-2036 forecast period. This report provides a detailed assessment of the market, covering regulation in the U.S., EU, and Asia-Pacific, compliance costs and funding, technology performance and readiness, contaminated sites, the firefighting foam transition, media supply and reactivation capacity, project pricing, the value chain, and the competitive landscape.

The study covers the equipment, media, and services that capture, break down, immobilize, or dispose of per- and polyfluoroalkyl substances (PFAS) found in water supplies, groundwater, soils, sediments, industrial and municipal wastewater, leachate, and biosolids. Capture methods include activated carbon, resins, membranes, foam fractionation, and new sorbent materials, and destruction methods range from incineration to SCWO, electrochemical, hydrothermal alkaline, and plasma processes. Soil stabilization, excavation and disposal, treatment systems, replacement media, site services, destruction services, and long-term operation are also included. Monitoring and laboratory testing fall outside the scope.

Drinking water is the largest source of demand, since in April 2024 the U.S. Environmental Protection Agency (EPA) capped PFOA and PFOS in drinking water at 4.0 parts per trillion each, and it expects 4,100 to 6,700 of roughly 66,000 regulated public systems to need action, costing about USD 1.5 billion a year. An analysis commissioned by the American Water Works Association (AWWA) puts the figure far higher, estimating that over 7,000 entry points will need treatment in the next five years, requiring USD 37.1 billion to USD 48.3 billion of capital. The U.S. Geological Survey estimates that PFAS is present in 45% or more of U.S. tap water.

Market Dynamics

Enforceable drinking water limits are the main driver, as EPA left the two core limits unchanged when it issued its May 2026 proposals, and the recast EU Drinking Water Directive has applied limits for the sum of 20 PFAS and for total PFAS since January 2026, creating a multi-year pipeline of design, construction, media, and operations work. Cleanup liability is a second driver: the 2024 designation of PFOA and PFOS as hazardous substances under CERCLA lets EPA require responsible parties to investigate and clean up sites, and the Department of Defense has reported reviewing over 700 installations for possible PFAS releases. Funding is the third pillar. The Bipartisan Infrastructure Law sets aside USD 9 billion for PFAS and other emerging contaminants, while legal settlements reached by 3M (reported at up to USD 12.5 billion) and by DuPont, Chemours, and Corteva pay water systems to install treatment.

High cost is the leading restraint, as AWWA's commissioned study estimates that annualized compliance costs could reach USD 3.5 billion and household bills could rise by as much as USD 3,570 a year, with small systems hit hardest. Regulatory change also slows spending, as EPA has proposed withdrawing the standards for four other PFAS and giving qualifying systems two more years, until April 2031, to meet the PFOA and PFOS limits. Separation technologies move PFAS into spent carbon, resin, and concentrated reject streams that are costly to manage, and short-chain compounds such as PFBS and PFBA break through carbon beds early. Other challenges include scaling destruction and proving complete mineralization, allocating costs among polluters and passive receivers, securing enough carbon and resin, and long project timelines with limited engineering staff.

Destruction technologies that break the carbon-fluorine bond are the largest opportunity, as they can treat regeneration brines, foam fractionate, landfill leachate, and stocks of firefighting foam. Treatment-as-a-service, media exchange, and long-term operating contracts offer recurring revenue, and industrial wastewater is a growing area as discharge permits add PFAS limits and EPA develops effluent guidelines for chemical, plastics, and metal finishing plants. Key trends include separate-concentrate-destroy treatment trains, a move toward PFAS-selective ion exchange and novel sorbents for short-chain compounds, the phase-out of fluorinated firefighting foams, and consolidation among water and environmental service providers.

Segment Analysis

The report analyzes the market by technology, medium, offering, treatment approach, end user, and geography, helping stakeholders identify where spending is concentrated and which areas will expand fastest.

By technology, the report covers separation (five sub-segments, including granular activated carbon, ion exchange, and foam fractionation), destruction (five sub-segments, including thermal treatment & incineration and supercritical water oxidation), containment & stabilization, and excavation & disposal. Separation is expected to hold the largest share in 2026, because carbon, ion exchange, and membrane systems are the proven, widely accepted means for water systems to reach the 4.0 parts per trillion limits, and most current projects are built around them. Destruction is expected to grow at the highest CAGR during the forecast period, as owners need a permanent outlet for concentrated wastes and spent media, EPA's 2024 interim guidance raises doubts about landfilling and some incineration, and developers move units from pilot to commercial use. Within separation, PFAS-selective resins and novel sorbents are gaining ground over carbon where short-chain compounds must be removed.

The medium analysis spans drinking water, groundwater, soil & sediment, wastewater & industrial effluent, landfill leachate, and biosolids. Drinking water is expected to account for the largest share in 2026, as EPA estimates that thousands of U.S. systems must take action and EU limits became applicable in January 2026, making utility treatment the most immediate and best-funded need. Wastewater & industrial effluent is expected to grow at the highest CAGR, supported by PFAS limits in discharge permits, EPA's work on effluent guidelines, and pressure on treatment plants to keep PFAS out of biosolids, as shown by Maine's 2022 ban on land application. Groundwater and soil remain large, long-duration areas at military bases, airports, and industrial sites.

By offering, the study covers treatment systems & equipment, remediation services, media & consumables, destruction & disposal services, and operations & maintenance. Treatment systems & equipment are expected to hold the largest share in 2026, reflecting the wave of new treatment plants that utilities must build, with AWWA's commissioned analysis estimating capital needs in the tens of billions of dollars. Operations & maintenance is expected to grow at the highest CAGR, as each new installation needs media replacement, regeneration, monitoring, and residuals handling for decades, which turns the installed base into recurring revenue. Media & consumables also benefit from this growing base.

Based on treatment approach, the market is segmented into in situ and ex situ treatment. Ex situ methods, such as pump-and-treat systems, water treatment plants, and excavation with off-site disposal, form the core of drinking water and most groundwater projects, while in situ approaches, including soil stabilization and containment that keep PFAS in place, are used at large sites where excavation is impractical or too costly. The report assesses demand drivers for both approaches.

By end user, the report examines water utilities, military & government, industrial facilities (chemical manufacturing, metal finishing & electroplating, textiles, paper & packaging, semiconductors & electronics, and other industries), waste management & wastewater operators, and commercial & real estate. Water utilities are expected to account for the largest share in 2026, as they carry the drinking water mandate and receive settlement funds, including 3M's payments, together with Bipartisan Infrastructure Law grants and loans. Industrial facilities are expected to grow at the highest CAGR, as discharge limits, Superfund liability, and the need to control PFAS at the source push plants to invest in on-site separation and destruction. Military & government remains a major buyer because of foam-related cleanup at bases and airfields.

Regional Analysis

The report covers North America, Europe, Asia-Pacific, Latin America, and the Middle East & Africa, with analysis of 20 countries and four rest-of-region groups. The regional analysis considers drinking water standards, contaminated site obligations, public funding and settlements, firefighting foam transition, and treatment infrastructure.

North America is expected to be the largest regional market in 2026, led by the U.S., where enforceable PFOA and PFOS limits, Superfund liability, Department of Defense cleanups at hundreds of installations, federal infrastructure funding, and manufacturer settlements combine to create sustained demand. The proposed extension of compliance dates could push some projects later. In Canada, demand comes from a drinking water objective that covers 25 PFAS combined and from cleanup of federal sites.

Europe is expected to grow at the highest CAGR during the forecast period, as limits under the recast Drinking Water Directive now apply, pollution near industrial plants in Belgium, the Netherlands, Italy, France, and Germany has triggered large cleanup programs, and the European Chemicals Agency is evaluating a broad PFAS restriction alongside national laws in France and Denmark. Asia-Pacific is expected to see strong growth, with Australia among the most developed markets because of foam contamination at defense bases and airports, Japan's binding PFOS and PFOA standard from April 2026, and China's GB 5749-2022 reference limits. Latin America and the Middle East & Africa are smaller markets, where Stockholm Convention obligations, foam use at airports and oil and gas sites, and global corporate PFAS policies are expected to drive investigations and treatment in countries such as Brazil, Mexico, Saudi Arabia, the UAE, and South Africa.
