The Europe data center market was valued at USD 78.50 billion in 2025. It is estimated at USD 90.20 billion in 2026 and is projected to reach USD 225.59 billion by 2036, growing at a CAGR of 9.6% over the 2026-2036 forecast period. The report examines AI and cloud demand, capacity and power use by country, grid and energy policy, regulation, sovereignty programs, cooling and construction technology, investment, supply chains, cost per MW, and competition.

The market is measured as annual spending on infrastructure for data centers located in Europe. This includes IT equipment such as servers, AI-accelerated systems, storage, and networking; electrical systems such as grid connections, substations, switchgear, UPS, generators, and battery storage; air and liquid cooling; construction of the building and shell; and design, integration, and managed services. Hyperscale self-built sites, retail and wholesale colocation, enterprise and edge facilities, and AI and HPC sites, including EU AI factories and gigafactories, are all in scope. Colocation leasing revenue is studied separately and is not added to infrastructure spending, so that the same capacity is not counted twice.

Electricity use by European data centers, the central issue for the market, reached roughly 96 terawatt-hours in 2024, or about 3% of the region's total, according to the energy think tank Ember, and is set to climb to 168 terawatt-hours by 2030 and 236 terawatt-hours by 2035. Ember also reported that in 2023 data centers used between a third and over two-fifths of the power consumed in Amsterdam, London, and Frankfurt, and close to four-fifths in Dublin. Ireland's Central Statistics Office reported that data centers used 7,663 gigawatt-hours in 2025, 23% of metered national electricity, compared with 5% in 2015.

Market Dynamics

Rising use of AI and cloud services is the main growth driver, as enterprises and public bodies move workloads to the cloud and deploy AI tools, while cloud and AI developers want capacity close to European users and data. AI racks can draw 100 kilowatts or more, which raises spending on power and cooling for each megawatt built. Digital sovereignty is a second driver: in 2025 the European Commission launched InvestAI to mobilize EUR 200 billion for AI, with EUR 20 billion set aside for AI gigafactories, together with its AI Continent Action Plan and a network of EuroHPC AI factories. Large hyperscaler programs, such as the ten-year plan of Amazon Web Services to spend about EUR 15.7 billion in Aragón, Spain, add further support, as does the sector's economic weight; data centers and cloud account for roughly one-fifth of all foreign direct investment into the Netherlands.

Grid capacity is the biggest restraint, as networks in the main metropolitan hubs were not built for loads of hundreds of megawatts, and operators there face connection queues and limits; the International Energy Agency estimates that around 20% of planned data centers worldwide could face grid delays, and some large European connections now take half a decade or longer. Industrial power prices remain above U.S. levels after the 2022 energy crisis, and grid emissions range from under 70 grams of CO2 per kilowatt-hour in nuclear-heavy France to over 280 grams in Ireland. Regulation is also tightening. Under a rule from Ireland's Commission for Regulation of Utilities, any new site with import capacity of 1 MVA or above must match 80% or more of its yearly consumption with new Irish renewable output within six years and install equivalent on-site or nearby generation or storage, while Germany's Energy Efficiency Act sets a PUE limit of 1.2 for facilities starting operation from July 2026. Land and water constraints, two-year or longer lead times for some electrical equipment, shortages of skilled trades, and the tension between sovereignty goals and reliance on U.S.-based cloud providers are further challenges.

The main opportunities lie in renewable-rich locations in the Nordics and Southern Europe, in waste heat reuse through district heating networks, and in on-site generation and storage that help sites secure grid connections sooner. In Finland, Microsoft and Fortum are developing a project near Helsinki that will feed data center heat into district networks serving homes and businesses. Key trends include the move of new capacity away from the established FLAP-D hubs (Frankfurt, London, Amsterdam, Paris, and Dublin), the spread of high-density and liquid-cooled AI halls, the rise of energy-integrated campuses with power purchase agreements, battery storage, and nuclear or SMR partnerships, and the build-out of sovereign AI and gigafactory capacity.

Segment Analysis

The report analyzes the market by component, data center type, cooling technology, tier, end user, and country, helping stakeholders identify where infrastructure spending is moving.

By component, the study covers IT infrastructure (servers including AI-accelerated systems, storage, and networking), electrical infrastructure (grid connection & substations, switchgear & power distribution, UPS, generators, and battery energy storage), mechanical & cooling infrastructure, construction, and services. IT infrastructure is expected to hold the largest share in 2026, as servers make up the biggest single item of spending in any new hall, AI-accelerated systems carry very high unit prices, and storage and networking must be refreshed regularly across the installed base. Electrical infrastructure is expected to grow at the highest CAGR, driven by higher rack power densities, operator-funded grid connections and substations, and on-site generation and storage required under rules such as Ireland's Large Energy Users policy.

By data center type, the report covers hyperscale, colocation (retail and wholesale), enterprise, edge, and AI & HPC facilities. Hyperscale data centers are expected to lead in 2026, reflecting the multi-year building programs of AWS, Microsoft, Google, and Meta, the size of each campus, and their cloud regions in Germany, Ireland, the Netherlands, France, the Nordics, Italy, Poland, and Spain. The AI & HPC segment is expected to grow at the highest CAGR, supported by EU AI gigafactories funded through InvestAI, EuroHPC AI factories hosted by national supercomputing centers, and private projects such as Stargate Norway, planned by OpenAI, Nscale, and Aker with an initial capacity of about 230 megawatts. Equinix, Digital Realty, Vantage Data Centers, and other colocation providers are also adding large campuses for hyperscale tenants.

By cooling technology, the market is divided into air cooling and liquid cooling, with liquid cooling split into direct-to-chip and immersion systems. Air cooling is expected to hold the larger share in 2026, since most of the installed enterprise and colocation base uses it, it remains suitable for traditional racks of 5 to 15 kilowatts, and operators know it well. Liquid cooling is expected to grow at the higher CAGR, as AI racks of 100 kilowatts or more cannot be cooled by air alone, liquid systems improve efficiency and help meet Germany's PUE limit, and they make waste heat easier to reuse.

The tier analysis covers Tier I-II, Tier III, and Tier IV facilities, which differ in the level of redundancy built into their power and cooling systems. The report assesses demand for each tier in light of the availability needs of cloud, colocation, enterprise, government, and edge users, and of the shift of new capacity toward large hyperscale and AI campuses; no single tier is singled out as the largest or fastest-growing.

The end user analysis spans cloud & IT services, BFSI, telecommunications, the government & public sector, healthcare, manufacturing, media & entertainment, and other users. Cloud & IT services are expected to account for the largest share in 2026, because hyperscale cloud and AI providers carry out most new building, serve customers across all other industries, and lead the investment pipeline in every major country. Government & public sector is expected to grow at the highest CAGR, driven by sovereign cloud and AI programs, the EUR 20 billion earmarked for AI gigafactories, and national digitalization plans.

Regional Analysis

The country analysis spans Germany, the U.K., France, the Netherlands, and Ireland, as well as the Nordic Countries (Norway, Sweden, Finland, Denmark, and Iceland), Spain, Italy, Poland & Central and Eastern Europe (Poland, the Czech Republic, Romania, Austria, and the rest of the sub-region), and the Rest of Europe (Belgium, Switzerland, Portugal, Greece, and others), spanning 20 named countries. It considers operational and pipeline capacity, power demand, grid connection policy, renewable supply, regulation, and hyperscaler and colocation investment.

Germany is expected to be the largest country market in 2026, as Frankfurt ranks among the leading global centers for internet exchange and finance, Germany has the biggest economy in Europe, and its industrial and public-sector demand is strong. Data centers accounted for about 4% of German electricity demand in 2024, according to Ember, and the Energy Efficiency Act's rules on PUE, renewable power, and heat reuse are shaping new capacity, which is spreading from Frankfurt to Berlin, Munich, and other areas with grid headroom. The U.K. and the Netherlands also hold significant shares, although grid limits in London and Amsterdam and Dutch siting rules are pushing growth to other areas.

Spain is expected to grow at the highest CAGR during the forecast period, supported by abundant solar and wind power, available land, improving subsea cable links such as Marea and Grace Hopper, and large commitments from AWS and Microsoft in Aragón and from colocation operators in Madrid. France is expected to grow strongly, using its low-carbon nuclear grid and 400 kV connection policy to attract gigawatt-scale AI campuses, while the Nordic Countries offer renewable power, cool climates, and heat reuse. Italy, led by Milan, and Poland, led by Warsaw, are rising secondary hubs, Ireland is expected to grow moderately under its new connection policy, and Portugal's Sines campus and new capacity in Greece show the spread of investment to Europe's southern and eastern edges.

Competitive Landscape

The report reviews key growth strategies, competitive benchmarking, the competitive dashboard with industry leaders, market differentiators, vanguards, and emerging companies, and market share/rank analysis by key player for 2025, together with company profiles covering business overview, financial performance, product and service portfolio, strategic developments, and SWOT analysis.

The market brings together cloud providers that self-build, colocation firms from Europe and abroad, AI infrastructure developers, enterprises and public bodies running their own sites, and IT, power, and cooling suppliers. Companies compete on securing power and land, delivery speed, efficiency and sustainability, connectivity, readiness for AI loads, sovereignty credentials, and cost. Leading companies are securing land and power in secondary markets, building liquid-cooled AI campuses, signing renewable power agreements, adding on-site generation and heat reuse, and launching sovereign cloud services, as seen in AWS' Spanish investment plan, Stargate Norway, and colocation expansion across the region.
