Registered reloadable products issued by licensed institutions should be better positioned than anonymous, broadly distributed or lightly controlled virtual prepaid programs. Online-only general-purpose prepaid issuance could face particular constraints, while small-value transport applications receive clearer regulatory accommodation. Issuers will also need stronger KYC, AML, transaction-monitoring and merchant-management capabilities.
