The global naval shipbuilding market was valued at USD 89.00 billion in 2025. It is estimated at USD 94.78 billion in 2026 and is projected to reach USD 160.37 billion by 2036, growing at a CAGR of 5.4% over the 2026-2036 forecast period. This report assesses the market in depth, covering naval competition, defense budgets and procurement programs, fleet size and shipyard capacity, the workforce, technology, the value chain, regulation and export controls, unit costs and cost growth, investment and M&A, and competition.

The study covers the design and new construction of naval vessels, from submarines, aircraft carriers, destroyers, and frigates to corvettes and patrol vessels, amphibious and mine countermeasure ships, auxiliary vessels, and large unmanned surface and underwater systems. Market value is based on new construction contracts and includes the hull and structural work, power and propulsion, outfitting and auxiliary systems, and the combat system and electronics integration done during the build. Maintenance, repair, and modernization of ships already in service are excluded, as is naval construction in Russia, North Korea, and Iran.

Department of Defense estimates cited by the Congressional Research Service (CRS) put China's navy at more than 370 battle force ships, rising to 435 by 2030, against 296 ships in the U.S. Navy on 30 September 2024. The Navy's fiscal year 2026 request, according to CRS, sought about USD 47.4 billion to buy 19 new ships, with roughly USD 26.5 billion of that sum provided through the fiscal year 2025 reconciliation act. Execution lags funding, as an April 2026 Government Accountability Office (GAO) review reported that the Navy's 11 most recent lead ships together exceeded planned costs by at least USD 8 billion.

Market Dynamics

Demand is led by the rapid growth of China's navy, much of it in major surface combatants, which has pushed Japan, India, South Korea, Australia, the U.S., and others to raise shipbuilding budgets, accelerate programs, and enlarge their fleets. Defense spending is also rising across NATO, whose members agreed in 2025 to a target of 5% of GDP by 2035, and European navies are focusing on submarine hunting, air defense, and a stronger presence across the Mediterranean, the Baltic, and the North Atlantic. Many ships commissioned in the 1980s and 1990s are due for replacement, and since such programs run for 10 to 20 years, they form a large, predictable demand base. Submarines concentrate the most value, through Columbia-class and Virginia-class construction in the U.S., AUKUS boats for Australia, and conventional submarine purchases across Europe and Asia, while warship exports add further demand.

Shipyard capacity and skilled labor are the main constraints, as naval yards need specialized infrastructure, security-cleared staff, and experienced trades that take years to develop, and the U.S. Navy has linked frigate delays partly to difficulty retaining yard workers. Cost growth and late delivery are common on lead ships; in 2025 the Navy stepped back from the Constellation-class frigate despite having already exercised options worth more than USD 3 billion, and GAO reported the second Columbia-class boat running 8% late as of November 2025. Long lead times for propulsion systems, castings and forgings, combat systems, and specialty steel can stall work even where yard space exists. Immature designs, shifting requirements, and budget swings also disrupt yard workloads.

Foreign investment in yard capacity is a major opportunity, with South Korea pledging USD 150 billion toward U.S. shipbuilding under the Make American Shipbuilding Great Again (MASGA) initiative. According to Hanwha Group, it will invest USD 5 billion in Hanwha Philly Shipyard, bought in December 2024, to lift output from one to 1.5 vessels a year to as many as 20 over time. Large unmanned vessels are a further opportunity, as they add numbers at lower cost and can be built by commercial and mid-sized yards, and digital twins and block construction, planned for the FF(X) frigate across several yards, can shorten build times. Key trends include allied partnerships that share designs and capacity, the choice of in-production designs with minimal change, and denser combat systems that raise power and cooling needs and favor electric and hybrid propulsion.

Segment Analysis

The report analyzes the market by vessel type, propulsion, displacement, system, procurement type, end user, and geography, helping stakeholders identify where naval spending is concentrated and where it is growing fastest.

By vessel type, the report covers submarines (nuclear-powered ballistic missile, nuclear-powered attack, and conventional), aircraft carriers, destroyers, frigates, corvettes & offshore patrol vessels, amphibious ships, mine countermeasure vessels, auxiliary & support ships, patrol & fast attack craft, and large unmanned surface & underwater vessels. Submarines are expected to hold the largest share in 2026, reflecting the very high unit cost and multi-year build cycles of U.S. ballistic missile and attack boats, the AUKUS program, and steady conventional submarine buying in Europe and Asia. Large unmanned surface & underwater vessels are expected to grow at the highest CAGR, as navies look for a cheaper way to add hulls, sensors, and weapons and more yards become able to build them. Frigates and destroyers remain central through the Type 26, Mogami, and FF(X) programs.

The propulsion analysis spans nuclear, conventional, integrated electric & hybrid, and air-independent propulsion. Conventional propulsion is expected to account for the largest share in 2026, since most surface combatants and auxiliary ships in service and on order rely on it. Integrated electric & hybrid systems are expected to record the highest CAGR, as high-power radars, directed energy weapons, and other new sensors raise electrical load and cooling needs on board. Nuclear propulsion stays concentrated in U.S. carriers and submarines and the AUKUS program, while air-independent propulsion, including lithium-ion batteries, supports conventional submarine programs.

By displacement, the market is divided into below 1,000 tons, 1,000 to 5,000 tons, 5,000 to 10,000 tons, and above 10,000 tons. Ships above 10,000 tons are expected to represent the largest share in 2026, as this class includes carriers, large submarines, amphibious ships, and large destroyers with the highest contract values. The 5,000 to 10,000 tons class is expected to grow at the highest CAGR, driven by frigate and destroyer replacement in many navies, including Type 26 orders for the U.K. and Norway and the Mogami-class program for Australia.

The system analysis covers hull, structure & outfitting; propulsion & power systems; combat systems & weapons integration; C4ISR & electronics; and auxiliary systems. Hull, structure & outfitting is expected to account for the largest share in 2026, because steelwork, block fabrication, and outfitting are the core of a shipyard's work on every vessel. Combat systems & weapons integration is expected to grow at the highest CAGR, as new warships carry more capable radars, vertical launchers, and networked combat systems, lifting the part of ship value tied to weapons and electronics.

By procurement type, the report covers domestic construction, export, and licensed & co-production. Domestic construction is expected to hold the largest share in 2026, as most major navies keep their principal combatants in national yards and local content rules favor home builds. Export is expected to grow at the highest CAGR, supported by record deals such as Norway's Type 26 order and Australia's Mogami-class choice, Japan's first major warship export, and the wider export push of South Korean and Japanese builders. Licensed & co-production is gaining ground as buyers have the first ships built abroad and the rest at home, as Australia plans with most of its Mogami-class frigates.

By end user, the market is divided into navies and coast guards & maritime security agencies. Navies are expected to hold the largest share in 2026, as they fund the submarine, carrier, destroyer, and frigate programs with the highest unit values. Coast guards & maritime security agencies are expected to grow at the higher CAGR, as governments buy more offshore patrol vessels to respond to rising gray-zone activity at sea.

Regional Analysis

The report covers Asia-Pacific, North America, Europe, the Middle East & Africa, and Latin America, with analysis of 25 countries, Southeast Asia, and four rest-of-region groups. The analysis weighs naval programs, defense budgets, yard capacity, exports, and allied cooperation in each market.

Asia-Pacific is expected to lead the market with the largest share in 2026, driven by China's large naval building program and by major programs in Japan, India, Australia, and South Korea. Australia has set aside AUD 55 billion over ten years for its surface combatant fleet, including the Mogami-class and Hunter-class frigates, and South Korean and Japanese builders are taking larger roles in allied and export programs. North America holds a significant share, led by U.S. construction of Virginia-class and Columbia-class submarines, DDG-51 destroyers, auxiliaries, and amphibious ships, plus the planned FF(X) frigate, while Hanwha's Philly Shipyard expansion is set to add U.S. capacity.

Europe is expected to grow at the highest CAGR during the forecast period, helped by higher budgets under NATO's new spending target, a renewed focus on submarine hunting and air defense in northern waters, and export wins such as Norway's GBP 10 billion order for at least five Type 26 frigates, which the U.K. government called its largest warship export by value. The Middle East & Africa and Latin America hold smaller shares, with demand mainly from Brazil, Chile, Türkiye, Israel, Egypt, and the Gulf states.

Competitive Landscape

The report reviews key growth strategies, competitive benchmarking, the competitive dashboard (industry leaders, market differentiators, vanguards, and emerging companies), and market share/rank analysis by key player for 2025, together with company profiles covering business overview, financial overview, product portfolio, strategic developments, and SWOT analysis.

Each national market is moderately consolidated, with a few major yards handling most naval programs, while competition is intensifying for export orders. Builders compete on design maturity, delivery schedules, cost, yard capacity, local content offers, government-to-government backing, and through-life support. South Korean and Japanese builders are moving into allied markets, and European yards are competing for large frigate and submarine programs. The main strategies are capacity investment, government-backed export campaigns, partnerships and joint ventures, automation, and shipyard acquisitions. Notable developments include BAE Systems' Type 26 contract for Norway, Mitsubishi Heavy Industries' Mogami-class win in Australia, and Hanwha Group's purchase and expansion of Philly Shipyard.
